About this opportunity

This is a Notice of Intent to Award a Contract Amendment without engaging in a standard competitive procurement process by the Utah Department of Workforce Services (DWS) through the Division of Purchasing and General Services. The procurement involves an increase to existing Contract 226286 with Public Consulting Group, LLC for enhancements to data verification and monitoring services that support compliance with Centers for Medicare and Medicaid Services (CMS) federal policy requirements. The scope of work includes the implementation and maintenance of a multiplexer API connecting DWS to four primary services: address verification, household composition verification, address monitoring, and asset verification. Specific deliverables include live technical support via phone and email during business hours, project management support from dedicated project managers, and regularly scheduled and ad hoc reporting in formats specified by DWS. The pricing structure includes no implementation, integration, maintenance, or operations charges, with the Address Verification and Monitoring Service costing $80,000 per six months for up to 175,000 individuals and additional members charged at $0.45 each, while the Household Composition Verification Service is priced at $0.75 per request, subject to a 2.0% increase after six months of live operations and 4% annual increases thereafter. The public comment period for challenging the sole source determination runs until February 11, 2026, during which interested vendors may submit detailed documentation demonstrating competing sources or comparable capabilities. All responding vendors must comply with Utah Code 63G-27 et seq., certifying that they are not engaged in economic boycotts or boycotts of the State of Israel.

This procurement is being awarded as a sole source contract without standard competitive process based on the vendor's exclusive ownership of the proprietary Asset Verification System, representing one of three statutory justifications for non-competitive awards under Utah procurement law. The incumbent vendor is Public Consulting Group, LLC, which currently provides the underlying asset verification service that serves as the foundation for the expanded service offerings described in this amendment. The contract amendment increases the total contract value from the original $4,250,000.00 to $4,480,000.00, with the specific amendment valued at $230,000.00 and no freight costs included. There are no set-aside designations or restrictions on organization types responding to this notice, though vendors must certify compliance with boycott prohibitions in order to be eligible. The existing infrastructure requires integration with DWS's current systems and will leverage PCG's established multiplexer API platform to consolidate the delivery of address verification, household composition verification, address monitoring, and asset verification services through a single technical interface.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
