About this file
Summary
This is a Scope of Work document and pricing quote submitted by Public Consulting Group (PCG) to the Utah Department of Workforce Services (DWS) for data verification and monitoring services. PCG will implement and maintain a multiplexer API connecting DWS to four primary services: address verification, household composition verification, address monitoring, and asset verification. The address verification service provides clients' current addresses as applications or renewals are processed via API calls. The household composition verification service delivers information on individuals living at attested addresses, including their tenure at those locations. The address monitoring service requires DWS to transfer an initial member file to PCG, which will then monitor members monthly and provide updated address files via SFTP, adding newly enrolled members as they are verified. PCG will also transition its existing asset verification service to the same multiplexer API at no additional cost. The engagement includes live technical support via phone and email during normal business hours, project management support from dedicated project managers, and regularly scheduled and ad hoc reporting in formats specified by DWS.
PCG's pricing structure includes no charge for implementation and integration or maintenance and operations. The Address Verification and Monitoring Service costs $80,000 per six months for up to 175,000 individuals, with additional members charged at $0.45 each. The Household Composition Verification Service is priced at $0.75 per request. PCG's fees are subject to a 2.0% increase after six months of live operations and 4% annual increases thereafter. The contract notice indicates this is being awarded without engaging in a standard procurement process based on justifications submitted by DWS, which must be detailed in accompanying documentation citing reasons such as sole source, transitional costs, or other circumstances making standard procurement impractical.

PCG Quote to Provide Data Services v.2 Utah Department of Workforce Services December 2, 2025
Services and Scope PCG will implement and maintain a multiplexer API connecting Utah’s Department of Workforce Services (DWS) to our (a) address verification service, (b) household composition verification service, and our (c) address monitoring service. PCG agrees to also transition our existing Asset Verification Service to the same multiplexer API at no additional cost.
a. Address Verification Service – As new applications or renewals are processed, DWS can call PCG via API to obtain each client’s best, most current address.
b. Household Composition Verification Service – As new applications or renewals are processed, DWs can call PCG via API to obtain information on individuals living at the address attested to by each client, including when they were first and last seen at the address.
c. Address Monitoring Service – At the outset of the engagement, DWS can transfer a file of your members to PCG. PCG will then monitor each member and provide a batch file with all members with an updated address to DWS each month via SFTP.
As new members are enrolled in the program and have their address verified via PCG’s Address Verification Service, PCG will add them to our Address Monitoring Service and will include them in any monthly updates of new member addresses.
PCG requires a monthly eligibility file from DWS of either your entire population or of any members who have been disenrolled to allow us to discontinue monitoring anyone who is no longer enrolled in Medicaid in Utah.
PCG will provide live support during all normal business hours, as follows:
Bug/Technical Support: PCG will offer live technical support available via phone and email. All reported technical issues are tracked within PCG’s Azure DevOps platform. PCG offers project team support email address and phone number to allow DWS workers to report system and/or data transmission errors.
PCG technical support professionals can coordinate with DWS call center staff, as necessary, to ensure timely and satisfactory resolutions to worker issues and/or concerns.
Project Management Support: PCG’s project manager and associate project manager will be available via phone and email at any time should Agency management have questions or concerns. These project managers will also be available for in-person and/or remote consultations – including any regularly scheduled status meetings – at any time with reasonable notice.
Reporting: PCG will provide regularly scheduled and ad hoc reporting. PCG agrees to create and submit any regularly scheduled, ad hoc and/or additional reports requested by DWS for the duration of this engagement. PCG will generate reports upon request and will provide these reports to the Agency in the format or your choosing.
Costs PCG will complete this work for the following fees:
- Implementation and Integration: $0
- Address Verification and Monitoring Service: $80,000 per six months for up to

PCG’s pricing is subject to a 2.0% increase effective after 6 months of live operations and 4% annual increase thereafter.
