About this opportunity
The City of Albuquerque's Department of Health, Housing and Homelessness (HHH) is issuing a Request for Proposals to procure a qualified service provider to deliver Level-3 recovery housing placement and comprehensive supportive services under the two-year Continuing Sobriety Voucher (CSV) Pilot Program. The procuring jurisdiction includes Bernalillo County and the City of Albuquerque, New Mexico, with funding sourced from Opioid Settlement Funds (Fund 201). The program will serve up to twenty-five individuals annually who are exiting substance use treatment programs and are committed to maintaining sobriety. Key deliverables and services include intake and eligibility screening using ASAM-informed clinical assessment, placement in Level-3 recovery residences or private rental units with vouchers capped at $1,175 per month for one-bedroom units, weekly case management tapering to biweekly frequency, peer recovery coaching, clinical linkages for medication-assisted treatment and psychiatric services, employment and benefits navigation, legal support, therapeutic drug and alcohol monitoring with graduated supportive responses, landlord engagement and incentive administration, and discharge planning with sixty-day transition notice. Eligible participants must be eighteen years or older, currently experiencing homelessness, have recently completed detoxification or treatment, and voluntarily commit to recovery engagement; the program explicitly does not exclude individuals based on criminal justice history, gender identity, or prior relapses. The contractor must comply with National Alliance for Recovery Residences (NARR) Level-3 standards, Americans with Disabilities Act requirements, Fair Housing Act compliance, and equity-based access principles. Evaluation of proposals will be weighted across seven criteria totaling 1,000 points: experience (200 points), proposed approach to services (200 points), management summary (200 points), evidence-based practices (100 points), improved outcomes (50 points), measures (50 points), and annual cost reimbursement budget (200 points). An independent evaluator will be contracted separately to track enrollment, retention, housing stability at thirty-, ninety-, and one-hundred-eighty-day intervals, employment outcomes, service engagement, treatment adherence, landlord satisfaction, and comparative analysis against housing-first placement models. The non-mandatory pre-proposal conference is scheduled for May 7, 2026 at 1:00 p.m. Mountain Standard Time, with proposals due by May 27, 2026 at 4:00 p.m. Mountain Time through the City's eProcurement system, and contract finalization and City Council approval required within ninety days of RFP posting.
The RFP does not identify specific set-aside designations or restrictions limiting organizational type eligibility; however, all offerors must comply with the City's Public Purchases Ordinance and civil rights requirements, and must submit a mandatory Pay Equity Reporting Form as a condition of proposal submission. Required insurance includes commercial general liability coverage of $2,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, and workers' compensation insurance in accordance with New Mexico law. No incumbent vendors or current contractors are identified in the procurement documentation, and no existing infrastructure or technology integration requirements are specified. The total program budget for the two-year pilot is $1,193,900 in Opioid Settlement Funds, with a recommended annual operating budget of approximately $842,600 covering rent subsidies ($352,500 annually), supportive services ($180,000 annually), administration and landlord incentives ($60,000 annually), one-time move-in and setup costs ($25,000 annually), evaluation services ($68,000 to $83,000), provider indirect costs at twelve percent ($34,000 for twenty-five participants), and a twelve percent contingency reserve ($74,100), with the contract term extending from full execution through the conclusion of the pilot program and an option for one additional one-year extension by mutual written agreement, subject to fund availability and contractor performance.
