About this file
This is an inter-office memorandum and City Council resolution from the City of Albuquerque, New Mexico, establishing a Continuing Sobriety Housing Voucher Pilot Program to be administered by the Department of Health, Housing, and Homelessness (HHH). The program seeks to serve up to twenty-five (25) individuals annually who are transitioning from rehabilitation, detoxification, or other substance use treatment programs and are committed to maintaining sobriety. The pilot program is designed as a two-year initiative utilizing a rolling admission model. The program will provide Level-3 recovery housing placements paired with comprehensive supportive services including case management, peer support, recovery coaching, and clinical linkages. The City Council passed Resolution R-25-179 (Enactment No. R-2025-060) on September 15, 2025, with eight votes in favor and zero against, and the Mayor approved the recommendation on November 18, 2025.
The total recommended budget for the pilot program is $842,600 for twenty-five participants over twelve months. The budget breakdown includes rent subsidies at $1,175 per month per participant ($352,500 total), supportive services at $600 per month per participant ($180,000 total), administration and landlord incentives at $200 per month per participant ($60,000 total), one-time move-in and setup costs of $1,000 per participant ($25,000 total), evaluation contract services of $68,000 to $83,000, a provider indirect cost rate of 12% ($34,000 per participant), and a 12% contingency for unanticipated costs ($74,100). The program emphasizes therapeutic drug screening with graduated supportive responses rather than automatic evictions, aligning with evidence-based recovery housing standards and best practices for individuals with substance use disorders.

SUBJECT: Recommendation in Response to Enactment No. R-2025-060 "Establishing a Continuing Sobriety Housing Voucher Pilot Program for Individuals Experiencing Homelessness; Directing the Department of Health, Housing, and Homelessness to Develop a Plan to Implement a Pilot Program and Report on Outcomes."
Pursuant to City Council Resolution, R-25-179, Enactment No. R-2025-060, the Health, Housing, and Homelessness Department (HHH) is submitting the attached proposal to establish and implement a pilot program for a continuing Sobriety Housing Voucher Program.
This Proposal includes the items detailed in the legislation, including inclusion criteria, program purpose, a proposed budget, and an evaluation plan. The Proposal expands on the concept of recovery housing vouchers to also include best practices in recovery care for substance use disorder inclusive of Level 3 Recovery Housing Standards. Best practices also specify the need for therapeutic use of drug screening, which will trigger graduated supportive responses rather than automatic evictions.
We respectfully request that Council review and acknowledge the Plan submitted herewith.

• Voucher (rent subsidy): local 1-bedroom rent estimates vary by data source;
representative mid-range estimates: -$1,100-$1,200/month (RentData 50th% - $1,173 / Apartments.com - $1,167). Use a conservative median of $1,175/month for a 1-bed voucher assumption. Covers most ofrent up to Fair Market/ local median.

• Supportive services (case management, peer, clinical linkages): estimated $400-$800/month per person (varies by intensity; Level-3 has higher staffing). This aligns with local reality that some Level-3 programs run with grants/Medicaid but City should budget for wraparound supports when those funds are unavailable.
• Administration & landlord incentives (inspections, liaison, damage mitigation): $150-$300/month per participant (amortized across program).
• One-time move-in/ set-up cost: $1,000 per participant (furniture, first/last/security as needed).
• Include contingency (10-15%) for unanticipated costs (higher rents, emergency stabilization, additional clinical placements).
Recommended Budget
• Rent voucher: $1,175/mo/person
• Supports: $600/mo/person
• Admin: $200/mo/person
• Monthly total: $1,975/person
• 12-month + move-in: $1,975x12 + $1,000 = $24,700 per participant
• Plus 12% contingency for unanticipated costs (higher rents, emergency stabilization, additional clinical placements)= $74,100
• Cost of the Evaluator: $68,000
• Provider Indirect Cost Rate 12%: $83,000
• Total Cost: $842,600
(All dollar amounts rounded to nearest $25.)
