About this opportunity
The City of Kissimmee, located in Polk County, Florida, is soliciting qualifications through RFQ2026006 for a continuing professional planning consulting contract covering multiple service categories. The procurement seeks a consulting firm to provide comprehensive professional services including general planning, market analysis, transportation planning, and geographic information systems (GIS) support. Specific deliverables may include comprehensive plan updates, land use studies, traffic analysis, economic development assessments, demographic research, transportation corridor studies, and mapping services. Proposers must submit sealed qualifications by January 28, 2026, at 2:00 PM, with a maximum 40-page submission limited to 8.5" x 11" single-sided documents. The evaluation criteria will assess firm qualifications (15%), firm experience (20%), team qualifications (25%), team experience (15%), project approach (20%), and technical compliance (5%). The contract term is five years, with potential renewal upon mutual consent, and the City may conduct interviews with top-ranked firms or proceed directly to selection.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The City of Kissimmee does implement a local vendor preference policy that provides Osceola County contractors an opportunity to match the lowest bid price if they are the next lowest responsive and responsible bidder. Successful consultants must maintain comprehensive insurance coverage, including $1,000,000 in general liability, auto liability, and professional liability insurance, with the City named as an additional insured. While no specific budget range is provided, compensation will be negotiated on a project-by-project basis, either as a lump sum fixed fee or on a closed-end hourly basis with annually adjustable rates. The consultant must also comply with E-Verify requirements, public records provisions, and provide certifications related to human trafficking and vendor lists. The procurement allows for subconsultants to be added to teams without negatively impacting the evaluation, with primary emphasis placed on the prime consultant's capabilities.
