About this file

This is Addendum No. 1 to RFQ2026006, issued by the City of Kissimmee, Florida, for Continuing Services for Professional Planning Consulting. The addendum provides clarifications and responses to 17 proposer questions regarding the solicitation requirements. Key clarifications include confirmation that firms may apply for categories in which they specialize rather than being required to address all service areas, that a work schedule with staff roles and hourly rates must be submitted instead of specific pricing, and that sealed submissions must not exceed 40 pages (8.5" x 11", single-sided, 12-point font for body text and tables). The submission deadline is January 28, 2026, at 2:00 PM, and the contract term is five years with potential renewal upon mutual consent. The City may conduct interviews with top-ranked firms or proceed directly to selection based on evaluation criteria assessing firm qualifications (15%), firm experience (20%), team qualifications (25%), team experience (15%), project approach (20%), and technical compliance (5%). Allowable documents such as tables of contents and resumes for key staff are excluded from the page count, and addendums will be posted on both the City's website and DemandStar.

The addendum clarifies that pricing will be negotiated on a project-by-project basis, with compensation structured as either a fixed lump sum or closed-end hourly rates with annual adjustability, as stated in the original RFQ. The City emphasized that the submission deadline will not be extended despite the relatively compressed timeline of 17 business days. Prime consultant capabilities are the primary focus of evaluation; however, subconsultants may be added to teams without negative impact during review. All proposers must acknowledge receipt of the addendum by completing and submitting the applicable section with their proposal, and all other terms and conditions of the original RFQ remain unchanged.

Addendum No. 1

Project: Continuing Services for Professional Planning Consulting Bid No: RFQ2026006

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

Question 1: Is the City of Kissimmee looking for TEAMS that can satisfy all aspects of the scope? Or should submitters apply only for the categories they are an expert in?

Answer: We are not limiting to companies that can satisfy all categories. If a submitter is an expert in one field, they are more than welcome to apply.

Question 2: Paragraph 1.8 on page 3 refers to selection based on pricing and award being made on the “lowest responsive and responsive submitter”. Because this is a Continuing Services Contract, there is not a specific scope for us to provide a price on. Is this paragraph Not Applicable? Or is there some other pricing criteria that we are not seeing?

Answer: Please provide a work schedule with staff roll and hourly rates.

Question 3: Please clarify if section 1.3 PRICING (on page 2) is relevant for this RFQ?

Answer: see answer to question 2

Question 4: Will addendums be posted on the City’s web site or DemandStar?

Answer: Yes.

Question 5: Are forms relevant for this RFQ? (According the General Requirements 1.2 Submission of Qualifications All bids shall be submitted in a sealed envelope on the forms included with this solicitation). If so, will they be provided in an addendum?

Answer: There are no additional forms on the RFQ. Your Sealed Submission will consist of forty (40) 8.5” x 11” pages (including resumes; but, excluding front and back covers, dividers, and a 2–page cover letter), single-sided, portrait orientation, 12-point font.

Question 6: Can the City please clarify if the 12-point font size requirement is just for body text?

Can we use a larger font size for headers and a smaller font size for the footer and tables/charts?

Answer: Using a slightly larger font for headers and smaller for a footer/page number is fine but please ensure 12-point is used for all body text and tables/charts.

Question 7: Will a table of contents be excluded from the page limit?

Answer: Yes, the table of contents can be excluded from the overall page count.

Question 8: Will the required form(s) be excluded from the page limit?

Answer: see answer to question 5.

Question 9: Is there a breakdown of what is specifically needs per section for our response to this RFQ? I see the selection criteria:

4.0 SELECTION CRITERIA

Submissions will be ranked on qualifications and the City may choose to interview the top ranked firms. However, at their discretion, the City may dispense with interviews and select a firm to perform the work. Firms will be evaluated on the basis of the following factors:

1. Firm Qualifications (15%)

2. Firm Experience (20%)

3. Team Qualification (25%)

4. Team Experience (15%)

5. Project Approach (20%)

6. Technical Compliance with RFQ Requirements (5%)

But I do not see any explanation of what is required per section. The RFQ from 2023 for this contract had each section broken out:

Answer: The screenshot provided does not pertain to Continuing Services Contract for Professional Planning Consulting Services as the last formal bid for these services was on 2021 and not in 2023. Please see Section 3.0, Special Provisions. As stated in Answer 1, the firm can specialize in one or more of these services, they do not need to specialize in all.

Question 10: Can you please confirm that signed forms are not required for the submittal?

Answer: see answer to question 5.

Question 11: In regard to the language for Section 1.3 is pricing required?

Answer: see answer to question 2.

Question 12: If pricing is required, shall we submit an hourly rate schedule for each discipline?

Answer: see answer to question 2.

Question 13: It appears this RFQ was aimed for contractors. Would you please provide updated language?

Answer: This RFQ is aimed at professional firms able to complete projects within the fields outlined in Section 3.0, Special Provisions.

Question 14: The RFQ does not include a format for the Table of Contents. Can we use the 4.0 Selection Criteria for the Table of Contents and the tabs?

Answer: The table of contents is just to provide a quick reference for the overall document and no special format is needed. If the firm would like to use 4.0 Selection Criteria as a base, that is fine.

Question 15: Does the City want to see only the prime consultant’s capabilities; or can subconsultants be added to the team for additional value-added services?

Answer: We are primarily looking at the prime consultant’s capabilities, but if the firm would like to add subconsultants, that would not reflect negatively during the review.

Question 16: Would the City like to see resumes for “key” staff only or all staff involved; as there is a 40 page limit we wanted to check on this?

Answer: Please supply any resumes for those individuals that will be working on City projects.

Question 17: Being that the City released the RFQ, via Euna/Demandstar, on Sunday 1/4/26, which gives consultants only 17 business days for which to complete, print, and submit their proposals, would the City consider giving consultants more time to prepare their “best” possible proposals?

Answer: The deadline will not be extended.

ACKNOWLEDGMENT OF ADDENDA:

1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the RFQ. The Proposer shall submit said Form with the proposal.

2. All other terms and conditions of the RFQ remain unchanged.
