About this file
This is Addendum No. 2 to RFQ2026006, issued by the City of Kissimmee, Florida on January 15, 2026, providing clarifications and corrections to the continuing services professional planning consulting solicitation. The RFQ seeks qualifications from consulting firms to provide comprehensive professional planning services across multiple categories including general planning, market analysis, transportation planning, and geographic information systems support. Proposers must submit sealed qualifications by January 28, 2026, at 2:00 PM, with a maximum 40-page submission on 8.5" x 11" single-sided pages in 12-point font. The contract term is five years with potential renewal upon mutual consent. The City has not established a fixed number of firms to be awarded and will make selections based on submitted qualifications and the expertise of responding firms. Three firms currently hold continuing services contracts: Vanasse, Hangen, Brustlin, Inc. (VHB), GAI Consultants, Inc., and Inspire Placemaking Collective, Inc. Evaluation will assess firm qualifications (15%), firm experience (20%), team qualifications (25%), team experience (15%), project approach (20%), and technical compliance (5%).
Compensation will be negotiated on a project-by-project basis as either a lump sum fixed fee or closed-end hourly rates with annual adjustments. Task orders will be assigned based on project needs and the next available firm with required specialty expertise. The RFQ does not require the SF330 form or the Human Trafficking Affidavit with bid submittal; the latter will be executed at contract execution. Firms with specialized expertise in only one or two service categories will not be penalized and may be selected for those categories only. The City will consider revising the indemnity provision in the sample contract to comply with Florida Statute 725.08 during contract negotiation post-award. Historic preservation services should focus on planning for maintenance and repair rather than restoration and rehabilitation. Anticipated projects include Land Development Code updates, conceptual site plans, Comprehensive Plan updates, and historic preservation surveys. Proposers must acknowledge receipt of this addendum by completing the applicable section and submitting it with their proposal.

Project: Continuing Services for Professional Planning Consulting Bid No: RFQ2026006
TO ALL PROPOSERS:
The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.
Question 1: Is there a current contract for continuing services for professional planning consulting? If so, who was awarded the current contract?
Answer: There are presently three professional firms under the continuing services contracts.
Vanasse, Hangen, Brustlin, Inc. (VHB), GAI Consultants, Inc., and Inspire Placemaking Collective, Inc.
Question 2: What planning projects is the city planning under RFQ2026006?
Answer: We have a variety of projects planned over the time period of the contract.
Question 3: How many firms will be awarded contracts?
Answer: We do not have a set number right now. It depends on the submittals received and the expertise of the firms.
Question 4: Will the contract be for five years?
Answer: Per Section 2.11, this is for five years.
Question 5: Past City of Kissimmee RFQ documents have included a detailed Proposal Content section, but the attachment does not. The RFQ mentions the six sections of the proposal and how will be evaluated in 4.0 on page 9, but the content detail for each section is not in the RFQ.
Will detailed Proposal Content requirements be included in an addendum?
Answer: A separate document will not be added as an addendum. The types of firms we are seeking is under 3.0 Special Provisions and the content required is in Section 4.0.
The previous bid RFQ2021-001 Continuing Services for Professional Planning Consulting had the same 4.0 SELECTION CRITERIA set up.
Question 6: Will a completed SF330 form be required?
Answer: No, it will not be required for this bid.
Question 7: How many firms does the City intend to select under this contract?
Answer: see answer to question 3.
Question 8: If a firm submits qualifications for only one or two service categories, will the City evaluate, rank, and make selections independently by category, allowing a firm to be selected for some categories but not others? Put differently, will a firm be penalized for not being able to provide services in every category?
Answer: Firms with specialized expertise will be considered the same as all other firms and will not be penalized for not being able to provide services in every category.
Question 9: Can the City identify the names of current or incumbent firms providing continuing services under a similar contract?
Answer: see answer to question 1.
Question 10: Can the City provide examples of the types of projects or task orders anticipated under this continuing services contract?
Answer: Land Development Code updates, conceptual site plans, updates to the Comprehensive Plan, historic preservation surveys, Question 11: Section 4.0 lists 'Project Approach' as 20% of the evaluation criteria. Since this is a continuing services contract without defined projects, what should the 'Project Approach' section address?
Answer: Provide a sample of how this firm would typically approach a project. This gives us a general understanding of your thought process behind a project. We do understand specific situations will be tailored to our needs.
Question 12: The selection criteria separate 'Firm Qualifications' (15%) and 'Firm Experience' (20%) from 'Team Qualification' (25%) and 'Team Experience' (15%). Can you clarify the distinction?
Answer:
Firm Qualification – The company’s overall credentials and capabilities—licenses, certifications, size, resources, financial stability, and ability to perform the work.
Firm Experience – The company’s past performance—similar projects completed, years in business, project types, clients served, and outcomes.
Team Qualification – The individual credentials of the proposed staff—education, professional licenses, certifications, roles, and technical expertise.
Team Experience – The hands-on work history of the proposed staff—specific projects they personally worked on, relevant responsibilities, and demonstrated expertise.
Question 13: The answer to Question 2 in Addendum No. 1 states “Please provide a work schedule with staff roll and hourly rates.” Can you clarify what a work schedule would entail, since this is a continuing services contract without defined projects?
Answer: See below for two examples.
Question 14: How will task orders be assigned under this contract?
Answer: Task work orders will be on a per project need utilizing the next available firm structure or specialty needed.
Question 15: Please clarify if section 1.4 Delivery applies to this RFQ, and if so, how firms should interpret this requirement?
Answer: Does not apply.
Question 16: With the 12-point font requirement, our organization will not fit on an 8.5x11, portrait page. Would it be okay to use an 11x17 landscape page for the organization chart?
Answer: The pages must be 8.5” x 11”
Question 17: Can the City please clarify whether the Human Trafficking Affidavit included in the RFQ needs to be submitted with our qualifications package?
If so, is the City’s intention to count the form toward the 40-page limit?
Answer: The Human Trafficking Affidavit is to be signed at time of contract execution and not required with the bid submittal.
Question 18: How many firms does the City anticipate selecting for this contract?
See question 3.
Answer: See answer to question 3.
Question 19: As currently worded, we believe that the indemnity provision section 6.10 of the sample contract is not in compliance with FL Statute 725.08 and is unenforceable. Section 3 of Florida Statute 725.08 defines planning contracts as a “Professional services contract” and as such planning contracts are to adhere to this Statute. Would the City please consider rewording same to conform with the statute? Suggested language per FL Statutes 725.08: “The design professional shall indemnify and hold harmless the City, and its officers and employees, from liabilities, damages, losses, and costs, including, but not limited to, reasonable attorneys' fees, to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the design professional and other persons employed or utilized by the design professional in the performance of the contract.”
Answer: Yes, the City would consider rewording; the attached contract is in draft form – specific language may be altered upon vendor selection and contract negotiation.
Question 20: Historic preservation was listed under General Planning Services. Is the City expecting elements such as restoration and rehabilitation to be included in overall preservation?
Or is preservation mainly to focus on the planning of ongoing maintenance and repair of historic materials?
Answer: The latter.
Question 21: Does the City anticipate needing Cultural Resource Assessment Surveys or desktop reviews only?
Answer: It was intended for larger projects, like assessment surveys. We will not need any regular assistance with desktop reviews.
