About this opportunity
The Florida Department of Agriculture and Consumer Services, Division of Food, Nutrition, and Wellness, is requesting proposals for continuing education training management and implementation to support School Food Authorities in maintaining compliance with USDA School Nutrition Program Professional Standards (7 CFR 210.30), with sealed proposals due July 1, 2026 at 5:00 p.m.
The scope encompasses development and delivery of on-site and virtual continuing education training, instructor-led course creation, learning management system maintenance, attendance tracking, certificate issuance, and evaluation administration. The training will serve 425 Florida School Food Authorities across 4,071 individual site locations, including 67 county school districts and 355 private nonprofits, charter schools, and residential child care institutions. Vendors must provide fixed monthly administrative costs, per-course pricing for in-person delivery, per-course pricing for live virtual training, and per-course pricing for on-demand training; all pricing must be inclusive of program management and implementation.
The initial contract term is one year with options to renew for up to three additional one-year periods at mutual written agreement, subject to a maximum 3% annual price increase for renewals. A one percent transaction fee applies under Florida Statutes Section 287.057(24), with automatic deduction when available.
Evaluation uses a 190-point system: price proposal (25 points), references (15 points), statement of qualifications (50 points), relevant experience (25 points), and approach and methodology (75 points). The lowest-priced responsive and responsible proposal receives maximum price points; other proposals are scored proportionally. Award goes to the highest-scoring vendor offering the most advantageous proposal to the State.
Vendors must register in MyFloridaMarketPlace and submit required certifications, conflict of interest statements, drug-free workplace certification (if applicable), and vendor certification forms. Written questions are due June 15, 2026, with responses posted by June 17. Public proposal opening is scheduled for July 2, 2026 at 9:30 a.m. via teleconference, with evaluation anticipated July 2–7, 2026.
