About this file

This is Addendum I to Request for Proposals FNW 26-27-13 issued by the Florida Department of Agriculture and Consumer Services, Division of Food, Nutrition and Wellness, which revises the solicitation timeline and provides answers to 17 written vendor questions regarding continuing education training for school food authorities. The solicitation seeks proposals for management and delivery of training to support School Food Authorities in maintaining compliance with USDA School Nutrition Program Professional Standards. The RFP was released June 9, 2026, with the vendor question submission deadline extended to June 15, 2026 at 5:00 p.m. Written responses to vendor questions are posted June 17, 2026, sealed proposals are due July 1, 2026 at 5:00 p.m. at the Florida Department of Agriculture and Consumer Services Mayo Building in Tallahassee, and public proposal opening is scheduled for July 2, 2026 at 9:30 a.m. via teleconference. The evaluation phase runs July 2-7, 2026, with agency decision and intent to award notification to follow. The contract term is one year with options to renew for up to three additional one-year periods at mutual written agreement, subject to a maximum 3% annual price increase for renewals.

The addendum addresses key vendor questions regarding historical contract performance, intellectual property ownership, training volume, course development expectations, and operational requirements. The previous contract (Contract #32057) valued at $405,000 is no longer active; historical data from 2018-2024 shows 795 total trainings delivered to 19,588 attendees with significant variation in annual volume, ranging from 62 to 208 training requests annually. Vendors may utilize existing course catalogs as examples and preexisting intellectual property is confirmed as vendor-owned, with standard intellectual property language subject to negotiation in the final contract. The Department expects the vendor to provide and maintain an on-demand Learning Management System accessible 24/7, with training delivery anticipated across all Florida counties on an as-needed basis. Seasonal demand peaks June through September. Vendors must provide fixed monthly administrative costs, per-course pricing for in-person, live virtual, and on-demand delivery, with all pricing inclusive of program management and implementation. The evaluation framework allocates 25 points for price proposal, 15 for references, 50 for statement of qualifications, 25 for relevant experience, and 75 for approach and methodology, with award going to the highest-scoring responsive and responsible vendor.
