About this opportunity
The State of Florida, through the Department of Management Services (DMS), Division of Real Estate Development and Management, is seeking qualified architecture and engineering (A/E) firms to provide continuing contract services for environmental projects in the Northeast, Central, and South regions of the state. The services may include asbestos, lead, indoor air quality, and industrial hygiene assessments, among others. Firms must be licensed in Florida to be eligible, and the evaluation criteria include factors such as office locations, previous DMS and state agency work, current workload, proposed staff experience, relevant design experience, and ability to perform contract delivery. Interviews and presentations with the top-ranked firms will be conducted, and the selection will be posted on the VIP website. The response deadline is April 14, 2023, by 12:00 PM Eastern Time, and the anticipated contract start date is June 27, 2023. DMS reserves the right to amend the selection, execute a contract with one firm, reject all responses, or withdraw the procurement.
Due to the Department receiving less than two responsive bids for each of the regional solicitations, DMS has issued Notices of Withdrawal and Negotiation Pursuant to Exceptional Purchase for the Northeast, Central, and South Regions. The Department intends to negotiate directly with the respondents on the best terms and conditions for the State of Florida, rather than re-soliciting. There are no details provided on pricing, set-asides, incumbent contractors, funding sources, or other contractual terms. Vendors have the opportunity to file a protest within the time prescribed in Florida Statute 120.57(3), or they will waive proceedings under Chapter 120.
