About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services (PCS) division is seeking competitive bids to establish contingency contract(s) for the provision of oxygen cylinders and oxygen refilling services to support the Department of State Health Services (DSHS) State Medical Operations Center (SMOC) during disasters, emergencies, or exercises in the state of Texas. The contract will include accepting, storing, maintaining, deploying, and redeploying DSHS's current owned oxygen cylinder inventory and related equipment. Qualified bidders must be able to deliver full oxygen cylinders within 24 hours of activation and have the capability to provide statewide service 24/7/365. The initial contract term is from July 1, 2024 to June 30, 2029, with no renewal options. Bidders must submit detailed pricing on the provided Exhibit C Pricing Sheet and Exhibit D Supplemental Pricing Sheet, and comply with various affirmations and requirements outlined in the solicitation package.

The solicitation has an expected value of $100,000 or more, and HHSC has determined that subcontracting opportunities are probable. As a result, all respondents, including Historically Underutilized Business (HUB) vendors, must submit a completed HUB Subcontracting Plan (HSP) as part of their bid, with a HUB utilization goal of 26.0% for the "Other Services" procurement category. HHSC reserves the right to cancel the solicitation or make no award if it determines such action is in the best interest of the state, and may reject any and all bids or portions thereof. The historical spend for similar services was $175,000 from September 1, 2019 to August 31, 2023.
