About this opportunity
The Colorado Department of Public Health and Environment (CDPHE) is modifying a sole-source contract with Contexture for Patient Care 360 (PC360)/One Platform licenses and related electronic health records services, with a listed due date of October 30, 2026. The sole-source justification rests on Contexture being the only vendor capable of meeting the requirement because it is Colorado's only statewide Health Information Exchange and has established electronic messaging infrastructure with the state laboratory. The listing carries Denver County and Denver City, Colorado as jurisdictions.
The licenses give approximately 150 users in CDPHE's Environmental Health and Disease and Communicable Disease Bureau divisions, along with the CDPHE Laboratory, access to electronic health records during public health investigations and receipt of time-sensitive laboratory results, including Newborn Screening and COVID-19 reports. Contexture will also develop and maintain an electronic dashboard or deliver a monthly report demonstrating electronic delivery of laboratory results.
The modification increases the total allowable amount by $140,000, from an original estimate of $210,000 over five years to $350,000, to match actual annual license spending with small annual inflationary increases. Purchases began March 11, 2024, rather than on the original sole-source date, and documented spending totals $194,841.43 through 2026 ($59,661.43 in 2024, $72,540.00 in 2025, and $62,640.00 in 2026). The contract term runs December 1, 2023, through December 31, 2028, with the modification extending the end date by one month. Contexture is the incumbent and the sole source.
CDPHE conducted no cost analysis and determined pricing fair and reasonable by comparing it with historical pricing from QHN, the predecessor health information exchange that has since merged with Contexture.
