The contract is for one-time service from acceptance through project completion, with no renewal options in the RFP base terms (though the sample agreement references optional City renewal for up to three additional one-year periods through 2030 and month-to-month continuation with mutual consent). Proposers must outline staffing and level-of-effort aligned with Tyler implementation phases and production timelines. Pricing shall be submitted as a separate cost proposal with hourly rates for all key personnel and services, exclusive of taxes. Questions are due October 16, 2026. Proof of insurance including workers' compensation and comprehensive general liability with minimum $1,000,000 coverage is required.
