About this opportunity

The State of Minnesota, in collaboration with Ramsey County and St. Paul City, is seeking a comprehensive Construction Solicitation Virtual Plan Room system through a formal Request for Proposal (RFP). The primary objective is to acquire a commercial off-the-shelf (COTS) solution that supports free viewing of construction plans, drawings, and specifications, with a per-project pricing model for document downloads. The system must enable electronic responses to construction solicitations, host webpages for construction opportunities, maintain Plan Holder's Lists, and distribute addenda for state agencies and Cooperative Purchasing Venture (CPV) members. Key deliverables include unlimited file uploads, secure bid response capabilities, immediate notification of new documents, logging of document downloads, and support for various solicitation types including 3D CAD file uploads and bid bonds. The solicitation has a stringent timeline with questions due by April 12, 2024, at 3:00 PM CT, and final proposals due electronically by May 16, 2024, at 3:00 PM CT. Evaluation criteria appear to focus on system functionality, transition capabilities, pricing structure, and additional value-added features.

The RFP demonstrates a commitment to diversity and inclusion, encouraging participation from businesses owned by minorities, women, veterans, and those with disabilities through the Small Business Procurement Program. While no specific set-aside percentages are mentioned, the State provides resources through the Office of Equity in Procurement for eligible businesses. The anticipated contract term is from November 1, 2024, to November 1, 2029, with optional 5-year extensions, and an estimated annual contract value of $200,000. The State reserves the right to award to a single or multiple vendors based on best value. The system will need to integrate with existing state infrastructure and potentially transition from a current provider, requiring a detailed Transition Plan from respondents. Notably, the contract is not exclusive and can be utilized by all state agencies, with the State retaining discretion over project postings. Pricing will be structured on a per-project basis, with vendors required to provide a comprehensive price list and demonstrate capabilities beyond the core requirements, including potential AI-enhanced functionalities.
