About this opportunity

Charles County Commissioners are seeking construction services for the new Pinefield Fire & Emergency Medical Services (EMS) Station located at 2160 Old Washington Road in Waldorf, Maryland. The comprehensive project involves site development, building construction, demolition of existing structures, and removal of a 2,000-gallon underground liquid propane storage tank. The solicitation was released on July 22, 2025, with responses due by September 11, 2025, at 11:00 am, and includes a pre-bid meeting scheduled for August 6, 2025, at 10:00 am, followed by a site visit on August 7, 2025, at 10:00 am. The project scope encompasses constructing an approximately 11,940 square foot emergency services facility on a 3.64-acre property, with detailed requirements outlined in multiple appendices including architectural drawings, site plans, demolition specifications, and hazardous materials removal protocols. Contractors must provide comprehensive construction services, demonstrating expertise in municipal infrastructure development, with the contract duration set at 480 consecutive calendar days from the Notice to Proceed. Bidders are required to submit detailed documentation through the County's eProcurement Portal, including experience forms, compliance plans, and a 5% bid bond, with work to be performed in strict adherence to federal, state, and local regulations.

The procurement includes a Minority and Women-Owned Business Enterprise (MWBE) subcontractor goal of 12.77%, encouraging participation from diverse business entities. Contractors must comply with prevailing wage requirements and maintain extensive insurance coverage, including commercial general liability, workers' compensation, builder's risk, and environmental liability. The project requires specific performance and labor bonds to guarantee contractual obligations. While no incumbent vendors are explicitly mentioned, the project involves significant infrastructure development with an estimated permit fee cost of $45,687.33. The base bid and contingency items cover site development, building construction, demolition, underground tank removal, and potential additional work such as excavation, select fill, aggregate stone, sodding, and potential soil remediation. Though a precise total project budget is not specified, the comprehensive nature of the documentation and extensive technical requirements suggest a significant capital investment by Charles County to create a modern, functional emergency services facility serving the Waldorf community.
