About this file

This document is a Request for Proposal (RFP) #26-003 issued by the City of Hayward, California, seeking design, construction, and installation services for a shaded structure. The project involves replacing an existing 40-year-old bus shelter located between 28378 and 28400 Fox Hollow Drive in the Prominence neighborhood. The City requires a turn-key installation of a new steel structure approximately 30' x 17' and 8' in height, which must be structurally sound, free-standing, open-air, and aligned with neighborhood aesthetics. Proposals are due electronically by 2:00 pm on August 15, 2025, with a potential contract award date of September 2, 2025. The project requires engineered design drawings, adherence to building codes, and installation by qualified personnel.

The pricing structure includes line items for demolition and removal of the existing structure, new construction materials and labor, and potential additional service costs. Vendors must have a valid California Contractors State License Board license (Class A, B, or C-51) and be registered with the California Department of Industrial Relations. The evaluation criteria will assess proposals based on three equally weighted factors: qualifications of the firm/team (33.3%), project understanding and approach (33.3%), and cost appropriateness (33.3%). The City reserves the right to select a consultant based on written proposals alone and is not obligated to award the contract to the lowest bidder.

The evaluation process is not meant to imply that one proposer is superior to any other, but rather that the selected proposer can provide and has proposed the best solution and implementation approach for the City’s current and future Library needs.

A review committee will evaluate all responses to the RFP that meet the submittal requirements and deadline. Submittals that do not meet the requirement or deadline will not be considered. The review committee will rank the proposals and arrange interviews with the finalist prior to selection.

The table below describes the criteria that will be used to review proposals and interview performance.

The proposals will be reviewed by City staff. The composition of the interview panel has not been determined; it could consist of the proposal reviewers, individuals that were not formally involved in proposal review and/or officials of partner agencies.
