About this opportunity
The City of Quincy, located in Adams County, Illinois, is seeking sealed bids for the Whipple Creek Inline Storage Project, a comprehensive infrastructure improvement initiative targeting the existing combined sewer system. The project involves constructing two reinforced concrete inline storage structures, which will require modifying existing box sewers, implementing flow controls, clearing and grading temporary access roads, and replacing pavements. Key deliverables include precise infrastructure modifications with specific technical requirements, such as concrete work with a minimum 28-day compressive strength of 4,500 PSI, epoxy-coated reinforcement bars, and detailed pipe connections. Sealed bids will be received until 11:00 AM local time on December 10, 2025, at the City Clerk's office located at 730 Maine Street, Suite #111, Quincy, Illinois 62301, with a public bid opening immediately following. The total project is expected to be completed within 210 consecutive calendar days, with liquidated damages of $500 per day for delays beyond the specified completion date.
The procurement is subject to multiple regulatory frameworks, including requirements for disadvantaged business enterprises with specific participation goals of 5% for Minority Business Enterprises (MBEs) and 12% for Women Business Enterprises (WBEs). Bidders must comply with various federal and state regulations, including the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the Build America, Buy America Act. The project will be partially funded through a loan from the Illinois Environmental Protection Agency (IEPA), with a project cost threshold of $500,000 triggering a 10% apprenticeship labor hour requirement. While no specific incumbent vendors are mentioned, the procurement process emphasizes local workforce engagement and infrastructure development. Though the exact project budget is not explicitly stated, the comprehensive technical specifications and regulatory compliance suggest a significant municipal infrastructure investment aimed at improving the city's sewer system infrastructure.
