The project assumes favorable soil conditions; on-site water and septic systems will be installed. Troup County will furnish and install select items including gas-fired exterior grill, security cameras, and alarm and security system; the contractor will install owner-furnished equipment via ten unit-cost allowances totaling approximately $15,400. A 5% contingency allowance is included for owner discretion.

All proposals must include two hard copies and one digital copy on thumb/zip drive, fully executed proposal form, 5% bid bond, detailed project proposal demonstrating scope compliance, contractor qualifications, and written warranty covering labor, installation, and workmanship. The successful bidder must provide Performance and Payment Bonds equal to 100% of contract price, comprehensive liability insurance, and Workmen's Compensation Insurance with Troup County named as co-insured. Bids remain valid for 60 days from opening. Requests for clarification are due September 22, 2026, via email only to Ramona Gillham, Troup County Purchasing Director.
