About this file

This file is a Project Manual for the construction of Troup County Fire Station No. 1, prepared by 2WR of Georgia for the Troup County Board of Commissioners in LaGrange, Georgia. The project involves the construction of a new 7,522 square foot fire station and associated sleeping quarters located at Burkes Chapel Road in Troup County, Georgia. The facility will be constructed as Type VB, unsprinklered/sprinklered NFPA 13R construction. The project will be executed under a single prime contract with a Guaranteed Maximum Price structure. Sealed proposals are due by 2:00 p.m. on October 1, 2026, at the Troup County Purchasing Department, 100 Ridley Avenue, Suite 3100, LaGrange, Georgia 30240. A mandatory pre-bid meeting is scheduled for August 27, 2026, at 2:00 p.m. at the jobsite location at the corner of Burkes Chapel Road and Whitesville Road. The anticipated project start date is November 2026, with substantial completion required within 300 consecutive calendar days. All proposals must include a fully executed proposal form, a 5% bid bond, two hard copies and one digital copy (on thumb/zip drive), detailed project proposals demonstrating scope compliance, contractor qualifications, and written warranty documentation covering labor, installation, and workmanship.

The contract will be awarded on a lump sum basis, with bids remaining valid for 60 days following the bid opening date. The Project Manual establishes comprehensive specifications across 28 divisions, including general requirements, concrete, masonry, metals, wood composites, thermal and moisture protection, openings, finishes, specialties, furnishings, fire suppression, plumbing, HVAC, electrical, communications, electronic safety and security, and earthwork. The specifications include ten unit-cost allowances totaling approximately $15,400 for equipment such as refrigerators, ovens, washers, dryers, ice machines, microwaves, coffee makers, emergency shower stations, and a stacked gear extractor washer/dryer, plus a 5% contingency allowance for use at the Owner's discretion. The Owner will furnish and install certain items including a gas-fired exterior grill, security cameras, and an alarm and security system with card readers. The contract includes detailed requirements for contractor quality control, submittals, payment procedures, scheduling, coordination, testing and inspections, photographic documentation, and closeout procedures. Requests for clarification must be submitted via email only to Ramona Gillham, Troup County Purchasing Director.
