About this opportunity
This state and local contracting opportunity is for Construction Management (CM) at Risk services for the Florida Department of Veterans' Affairs (FDVA) Collier County State Veterans' Nursing Home project. The Florida Department of Management Services (DMS) Division of Real Estate Development and Management is issuing a Request for Qualifications (RFQ) to select a CM firm to provide pre-construction services, including attending design meetings, reviewing design documents, and developing a Guaranteed Maximum Price (GMP) and Critical Path Method (CPM) schedule. The project is currently funded at approximately $30 million, with additional funding contingent upon future appropriation. Responses to the RFQ are due by July 25, 2024, and the anticipated pre-construction start date is September 30, 2024. The selected CM firm must have a Florida-licensed contractor on staff and demonstrate the ability to bring multiple qualified and competitive subcontractors to all related construction trades, as well as workers that meet Florida Department of Law Enforcement background checks. The Department will select at least three firms deemed most highly qualified and will further negotiate with the firms in accordance with state procurement laws.
The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors. The RFQ requires the selected CM firm to provide a letter of intent from a surety company indicating their willingness to provide 100% Payment and Performance Bonds in the amount of $110 million, but does not provide any other information about possible award values or budget ranges.
