About this opportunity
Weber County, Utah is soliciting proposals through a Request for Proposals (RFP) for Construction Management and General Contracting services for a new Medical & Mental Health Housing Wing at the Weber County Jail located at 1400 Depot Drive in Ogden City, Utah. The procurement seeks qualified contractors to provide pre-construction design phase services and general contracting for the construction and one-year warranty period, with the County reserving the right to award the general contractor contract to either the pre-construction contractor or a different entity. The Medical Wing will comprise approximately 42,800 square feet of gross building area with a main-level footprint of approximately 15,000 square feet, including medical staff space, medical infirmary, clinic with six exam rooms, dental operatory, pharmacy, secure holding cells, male housing with 32 beds, female housing with 16 expandable beds, recreational yards, dayrooms, and support spaces designed to detention-grade standards. Key objectives include delivering high-quality pre-construction and construction services while adhering to the $22 million project budget, integrating specialized technology and systems compatible with existing jail infrastructure, and preparing the design framework to accommodate future expansion phases. Minimum qualifications require 20 years of continuous organizational experience, three completed projects of equal or greater dollar value and complexity within the last 12 years, and three references from past clients, with proposers required to be appropriately licensed and insured in Utah and bondable. Proposals are evaluated on compliance (5%), narrative (10%), qualification and experience (25%), key personnel and project team (25%), risk assessment (15%), and cost (20%), with the lowest cost proposer receiving maximum cost points. The RFP opened May 5, 2026, with proposal submissions due May 14, 2026 at 2:00 PM; selected proposers will present between May 19-22, 2026, and award notification is anticipated for the week of May 25-29, 2026.
The RFP documents do not identify specific set-aside designations or restrictions limiting competition to particular categories of organizations such as disadvantaged enterprises, women-owned businesses, or minority-owned businesses. No incumbent vendors or current contractors are listed in the procurement documentation. The project requires integration with existing jail facility technology, equipment, and systems, including advanced security systems with access control, video surveillance, fire alarm integration, programmable logic controller controls, and building automation, all of which must be compatible with the current infrastructure. Utilities integration will necessitate significant infrastructure work including rerouting of existing storm drain, sanitary sewer, fire lines, and domestic water services, along with implementation of low-impact development stormwater requirements and potential below-grade retention/detention systems. The design, developed by GSBS Architects through a Construction Management/General Contractor delivery method, will comply with the 2021 International Building Code and incorporates detention-grade finishes and fixtures with emergency power for medical and control areas. The project budget is approximately $22 million, and proposers must submit detailed cost proposals using a standardized worksheet format that includes pre-construction fees, construction management fees, insurance costs, bonding costs, general conditions staffing costs, and change order markups.
