About this opportunity

The San Antonio River Authority is issuing a Competitive Sealed Proposal for construction of the Spirit Reach Contemplative Path, a regional connectivity initiative in Bexar County, Texas. The project scope encompasses approximately 3,200 linear feet of concrete trail, 1,400 linear feet of natural surface trail, 1,400 linear feet of stream restoration, pedestrian bridges including a 70-foot span, boardwalks, plazas, feature walls, gateways, interpretive signage, plantings, and stream restoration improvements. The primary objective is to connect the San Antonio River's major destinations—including the Missions, Riverwalk, Pearl District, and Brackenridge Park—to the University of the Incarnate Word, The Blue Hole, and Headwaters Sanctuary, while establishing a safe crossing under Hildebrand Avenue to link Brackenridge Park with the river's headwaters. Qualifying contractors must demonstrate a minimum of three years of documented experience with projects of equal complexity and magnitude, employ a project manager with five years of relevant experience, provide five references, submit an acceptable bid bond of at least 5% of the total bid price, furnish audited financial statements for three years, and obtain letters from surety and insurance companies. The contract will be awarded to the highest-ranked firm providing best value, evaluated on pricing submitted as a firm-fixed lump sum using the provided Excel pricing sheet, with pricing remaining firm for 120 days after the due date and including all labor, materials, equipment, permits, bonds, insurance, mobilization, demobilization, and overhead costs. A non-mandatory pre-submittal conference and site walkthrough will occur on April 7, 2026 at 11:00 AM CST at 100 E. Guenther, San Antonio, Texas, followed by a site visit at 950 East Hildebrand Avenue; written questions must be submitted by April 14, 2026 at 11:00 AM CST, with proposal responses due by April 28, 2026 at 11:00 AM CST.

The procurement includes specific set-aside and participation requirements for disadvantaged enterprises, with respondents required to demonstrate good faith efforts to achieve minimum participation targets of 20% for Minority and Women-owned Business Enterprises (MWBE) and 30% for Small Business Enterprises (SBE), including monthly reporting through the River Authority's Supplier Diversity Management System. Prevailing wage rates apply per Texas Government Code Chapter 2258, and the contractor must maintain performance bonds and payment bonds equal to 100% of project cost, plus a maintenance bond equal to 10% of project cost. Insurance requirements include commercial general liability with $2,000,000 general aggregate limits and $1,000,000 per occurrence, $1,000,000 umbrella coverage, and commercial automotive liability with $1,000,000 combined single limit. Liquidated damages are assessed at $742.00 per calendar day for failure to achieve the specified completion date, with the River Authority retaining 5% of each payment request until final completion. The engineer's estimate for this project is $4.98 million, representing the anticipated budget range for the complete scope of work. No incumbent vendor or current contractor is identified in the solicitation documents, as this represents a new construction initiative integrating multiple public and private lands along the San Antonio River corridor.
