The contract term is five years with no renewal options, commencing upon City Commission approval. The evaluation committee will score proposals on a 100-point scale addressing prior project experience (0–15 points), personnel qualifications (0–20 points), office proximity to the project (0–15 points), current and projected workload (0–15 points), demonstrated ability to complete projects on time and on budget (0–15 points each), and Local Business Program participation (0–5 points).
Required submittals include resumes of the proposed Senior Project Engineer and Lead Inspector, proof of professional liability insurance (minimum $2 million per occurrence and aggregate, claims-made basis), and reviewed and audited financial statements not older than twelve months. A non-mandatory pre-submittal conference is scheduled for October 20, 2026 at 10:00 a.m. via Zoom. Written questions are due by October 27, 2026 at 5:00 p.m. The evaluation committee will convene December 3, 2026 at 10:00 a.m. The City operates under a "Cone of Silence" restricting respondent communications with City Commission members, City Clerk, City Manager's Office, evaluation committee members, and other City employees during the solicitation period except in writing to Procurement and Contracts Department staff.
