This is an Insurance Requirements exhibit document for the City of Pompano Beach, Florida, establishing mandatory insurance coverage specifications for contractors engaged in service delivery under city contracts. The document outlines comprehensive insurance requirements that all contractors and subcontractors must maintain throughout the contract term, including workers' compensation insurance covering all employees per Florida Statute Chapter 440, regardless of company size or work location. Contractors must obtain general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 per aggregate on a claims-incurred basis, covering comprehensive bodily injury and property damage, premises operations, products and completed operations, contractual liability, broad form property damage, and independent contractors. Additional required coverage includes automobile liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 per aggregate, employer's liability insurance of $100,000 per employee and $1,000,000 aggregate, and excess umbrella liability coverage of $5,000,000 per occurrence and aggregate. When engineering and design services are involved, professional liability insurance is required with minimum limits of $2,000,000 per occurrence and aggregate on a claims-made basis.

All insurance policies must be issued by United States Treasury-approved companies authorized to operate in Florida with a minimum A.M. Best and Company rating of Excellent and must be part of the Florida Insurance Guarantee Association Act. Contractors must provide Certificates of Insurance naming the City of Pompano Beach as an additional insured on a primary and non-contributory basis prior to commencing services, and the City's Risk Manager retains authority to review, modify, reject, or accept any insurance policies throughout the contract term. Policies must include 30-day written notice provisions for cancellation or material changes, and contractors must waive all rights of subrogation against the City, its officers, employees, and agents. Failure to maintain required insurance constitutes an event of default. For contracts exceeding $200,000, Florida Statute Section 255.05 requires contractors to purchase payment and performance bonds. Questions regarding insurance requirements for active bids should be directed to the City's Purchasing Department at (954) 786-4098.
