Attendance at the pre-bid meeting is mandatory; bidders failing to attend will be disqualified.

The scope includes complete removal and replacement of the existing HVAC system, including new refrigerant piping, upgraded building control systems, rooftop and indoor units, ductwork ranging from 6 to 22 inches in diameter, flexible ducts, electric heaters, VAV units, diffusers, return grilles, gas line installation, removal and replacement of select ceiling system portions and miscellaneous steel structure, roof curbs, and flashing. The bid schedule comprises 59 line items with lump sum labor and materials plus unit pricing for individual components. Bidders must submit pricing on a firm, fixed-price basis including all labor, materials, tools, equipment, supplies, supervision, sales tax, and applicable fees.

Bidders must hold a valid West Virginia contractor's license and be registered with the West Virginia Purchasing Division. Architectural and engineering drawings and a detailed project manual are provided as attachments. Technical questions are due June 22, 2026 by 11:00 a.m. EST.

The contract term extends from notice to proceed through project completion, with substantial completion and final completion dates determined upon notice to proceed. A 5% bid bond is required with proposals; the apparent low bidder must provide performance and labor/material payment bonds each equal to 100% of contract value before award. Monthly progress payments will be made with 10% retainage until substantial completion.
