Pinellas County, Florida is seeking a Construction Administration & Inspection (CEI) professional services consultant through a Request for Proposal (RFP) #24-0576-RFP-CCNA for a wastewater system improvement project. The primary scope involves construction engineering and inspection services for upgrading wastewater collection systems in fourteen manufactured home communities, with initial focus on Bel-Aire Mobile Home Owners, Inc. and potential additive work for three additional communities: Tropical Gardens ROC, Inc., Flowerwood Club Park Association, Inc., and Lake Seminole Resort. The project is funded through multiple sources, including the U.S. Department of the Treasury Award SLFRP4653 and the Florida Department of Environmental Protection's Resilient Florida Grant. Proposals are due by May 14, 2024, at 3:00 PM Eastern Time, with a contract period of 698 consecutive calendar days from the Notice to Proceed and a substantial completion deadline of June 30, 2026. The evaluation will utilize a 1,000-point scoring system, with points allocated across firm qualifications (425 points), project experience (375 points), previous county work volume (50 points), minority business status (25 points), and Small Business Enterprise (SBE) status (100 points).
The county strongly encourages participation from small, minority, and women-owned businesses, with specific point allocations for SBE certification and minority business status. The RFP includes extensive federal compliance requirements, such as equal employment opportunity provisions, Davis-Bacon wage standards, and domestic preference for procurement. Proposers must submit comprehensive documentation, including Standard Form 330, corporate documents, and insurance certificates, with a 100-page submission limit. The total budget for Construction, Engineering, and Inspection (CEI) services is $186,300, with potential additive work expanding the total to $1,472,200. Funding sources include department operating budget and capital ARPA funds, with additional support from the RESTORE Act. The contract emphasizes small business participation, offering up to 100 points for SBE certification status, including 100 points for a prime firm certified as an SBE, 75 points for multiple certified SBE sub-consultants, and 50 points for one certified SBE sub-consultant.
