About this file
This document is a Project Financial Overview prepared by the Office of Management & Budget for Pinellas County, Florida, detailing a multi-year capital improvement project for wastewater collection system improvements in manufactured home communities. The project, designated as PID 005015A, involves replacing wastewater collection systems in up to fifteen manufactured home communities located in unincorporated southern Pinellas County. The project is being requested through an Invitation to Bid (ITB) and will be executed in multiple fiscal years, with initial work beginning in FY24 and continuing through FY26.
The project is funded through multiple sources, including $12,940,000 in ARPA funds, $54,000 in Restore funds, and anticipated grant funds totaling $28,400,000. The total estimated project cost is $81,633,000, with funding sources expanding to include $25,000,000 in Resilient Funds and $42,700,000 in anticipated grant funds. The project has a critical deadline of December 31, 2026, for ARPA fund expenditure. Notable financial complexities include insufficient funding projected for FY25 and FY26, with a recommendation to secure additional funding before contract approval. The county is pursuing an additional Resilient Florida grant of $8,950,000 with a required match to complete the full project scope.

Notes:
Prepared By the Office of Management & Budget, February 19, 2024.
(7) Project has sufficient funding for FY24 in the FY24-29 Capital Improvements Plan (CIP). The project has insufficient funding in FY25 and FY26, additional funding for all planned work should be secured and budgeted before the Granicus process. The budget only includes approved and agreed grant funding, enterprise funding can not be used on this project. The current budget must be adequate to fund all contracts prior to OMB Granicus review and at the time of contract approval.
(5) CEI = Construction Engineering Services, SDC = Services During Construction, both are charged to design tasks.
Amended Budget
Proposed Budget
(1) ARPA Funds must be spent by December 31, 2026.
(2) Estimated Activity section includes Year to Date Activity.
(3) Engineer estimate was provided by Jacobs consultant, Michelle Collins.
(4) Utilities is pursuing an additional Resilient Florida grant in the amount of $8,950,000 with a required match, to fund the remainder of the project. The matching funds would be derived from ARPA and Resilient, failure to spend those funds before the deadline could compromise the additional grant funds. This amount is not included in the Adopted FY24-29 Capital Improvements Plan (CIP), and will be included in the FY25-30 Proposed CIP as well as additional grant funding to be pursued at a later time.
(6) Estimated Remaining Appropriation at the end of each fiscal year will vary based on actual expenditures.
(1) Anticipated grant funds have not been fully executed.
