About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases, is procuring conflict monitors and related traffic control equipment for Elliott County through a two-phase competitive bidding process funded by the Federal Highway Administration (FHWA). The solicitation seeks ten Model 2010 Conflict Monitors, ninety Data Keys, five Data Key Programming Tools, two hundred fifty Model 2018 Conflict Monitors, and ancillary equipment including Cabinet Monitor Units, Auxiliary Display Units, High Density Switch Pack Flasher Units, Serial Interface Units, Cabinet Power Supplies, and Program Monitor Cards. All equipment must meet specifications outlined in Kentucky Standard Specifications for Road and Bridge Construction Section 835.25 and comply with FHWA Buy America and Build America, Buy America (BABA) requirements, with all manufacturing processes for steel, iron, and construction materials occurring in the United States. Vendors must submit unpriced technical offers in Phase 1 (due December 16, 2025, at 1:30 PM Eastern Time), followed by Phase 2 online reverse auction bidding with an initial bid deadline of December 19, 2025, at 4:00 PM and an online reverse auction event scheduled for December 22, 2025, at 11:00 AM, with a tentative award date of December 31, 2025. Evaluation will be based solely on price, with the lowest-priced compliant bidder receiving maximum points. The master agreement will commence January 1, 2026, and expire December 31, 2026, with an option for four additional one-year renewal periods, and delivery is required within forty-five calendar days of Delivery Order receipt to KYTC Warehouse locations in Frankfort, Kentucky, with one percent per day penalties assessed for late deliveries. All equipment must include minimum twenty-four-month warranties covering materials, workmanship, and two-way shipping for defective units.

No set-aside designations or restrictions limiting responses to specific organization types are identified in the solicitation documents. All bids must be submitted electronically through the Kentucky Vendor Self Service portal; hard copies and emailed submissions will not be accepted. Vendors must submit all pricing on an F.O.B. Destination Freight Prepaid basis, assuming full responsibility for shipment and freight charges. Prior to award, vendors must submit required affidavits including non-collusion certifications and BABA Certification Forms in each product box and with invoices, with minimal foreign material usage limited to 0.1 percent of total contract amount or $2,500, whichever is greater. The solicitation documents do not reference any incumbent vendors or current contractors, nor do they identify specific award values or budget ranges; contract pricing will be determined through the competitive reverse auction process during Phase 2. All equipment must comply with federal restrictions on telecommunications equipment from specified producers.
