About this opportunity

The Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals for a Broadband Infrastructure Remodel and Interior Improvements project at the Siletz Administration II Building located at 107 SE Swan Avenue, Siletz, Oregon. This is a Request for Proposals (RFP) procurement issued on April 28, 2026, seeking qualified commercial remodeling contractors to execute comprehensive Level 1 interior renovations and infrastructure upgrades. The project scope includes construction of a secure, fire-rated server and data room with broadband-ready infrastructure, including fiber optic cabling and redundant internet service provider connections; remodeling of kitchen and breakroom spaces; installation of new HVAC mini-split heat pump systems with dehumidification capabilities; plumbing additions for kitchen facilities; and electrical infrastructure upgrades including lighting, power distribution, and control systems. Deliverables encompass all architectural, mechanical, plumbing, and electrical work as detailed in the engineering drawings (JMFMRC Project #250910), with compliance required to 2025 Oregon Mechanical Specialty Code, 2023 Oregon Plumbing Specialty Code, and 2025 Oregon Energy Efficiency Specialty Code. Qualified contractors must be licensed, bonded, and insured in Oregon with demonstrated experience in commercial remodel construction and data/server room construction, capable of coordinating multi-discipline work. Proposals will be evaluated on a 100-point scoring system: Cost (30 points), Experience and Capability (30 points), Environmental Practices (15 points), References and Past Performance (5 points), Indian Preference (15 points), and Evidence of Completeness and Quality (5 points). Key deadlines include written questions due May 14, 2026, proposals due May 29, 2026, Notice of Award on June 8, 2026, project commencement on June 15, 2026, and substantial completion targeted for October 23, 2026.

Indian-owned and controlled companies will receive preference point allocations in accordance with CTSI Tribal Code, provided they provide proof of at least 51 percent Indian ownership and control. Contractors must maintain General Liability insurance of $1,000,000 per occurrence and Automobile Liability of $1,000,000, with Workers Compensation as required by state law. The RFP does not specify a contract award value; interested bidders must submit detailed cost proposals via Appendix A in accordance with CTSI procurement policies and applicable federal, state, and tribal regulations. No mandatory site visit is required, though contractors are encouraged to verify existing conditions at the facility. The project involves integration with existing structural members, utilities, and fire suppression systems, requiring careful coordination among all trades. CTSI reserves the right to reject any or all proposals and make awards in the best interest of the Tribe, with all work subject to CTSI procurement policies and Equal Employment Opportunity requirements.
