About this file

This is a contract template for the County of Orange Health Care Agency to provide Conditional Release Program (CONREP) Supplemental Rate Housing Services to qualified organizations. The contract runs from July 1, 2026 through June 30, 2028, divided into two periods of one year each. The County seeks to contract with nonprofits, medical corporations, professional corporations, for-profit corporations, educational institutions, public educational institutions, local government agencies, partnerships, or sole proprietors to provide safe, supervised housing for indigent adults ages eighteen and older who are enrolled in County-operated or County-contracted mental health or dual-diagnosis programs. Services include providing safe sleeping quarters with separate beds for each client, lounge areas, transportation assistance, behavioral management, medication supervision, and assistance with social skills development, budgeting, and daily living activities. The facility must maintain a maximum of six residents per bathroom and operate twenty-four hours per day, seven days per week unless otherwise authorized in writing.

Reimbursement is calculated at a negotiated per-client-day rate established by the State Department of Mental Health under the CONREP Residential Care Facility Supplemental Services Program, with monthly payments in arrears based on correctly completed invoice forms supported by source documentation. The aggregate amount not to exceed is redacted in the template but applies to all CONREP contracts collectively, meaning individual contractor payments will be only a fraction of the total. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Workers' Compensation coverage, Network Security and Privacy Liability insurance of $1,000,000, and Sexual Misconduct Liability insurance of $1,000,000. The contractor must comply with all federal and state health care regulations, maintain HIPAA compliance, submit to audits and inspections, screen all staff monthly against excluded parties lists, complete compliance training, and submit a Cost Reconciliation Report within sixty days of contract termination. The contract is contingent upon continued availability of federal, state, and county funding and inclusion of sufficient funds in the Board of Supervisors' approved budgets.
