About this opportunity

The City of Tucson Parks and Recreation Department is requesting bids on concrete picnic tables and benches totaling 127 units under IFB, with bids due October 13, 2026 at 2:00 p.m. Arizona time and a non-mandatory pre-submittal meeting scheduled for September 28, 2026 at 11:30 a.m. via Microsoft Teams. This procurement is ARPA-funded and carries mandatory federal compliance requirements including domestic preference for U.S.-produced materials (particularly iron, steel, aluminum, and cement), prohibition of covered telecommunications equipment from specified manufacturers (Huawei, ZTE, Hytera, Hikvision, Dahua), and compliance with the Contract Work Hours and Safety Standards Act, Clean Air Act, and Federal Water Pollution Control Act standards applicable to contracts exceeding $100,000 and $150,000 respectively.

The scope comprises five line items: 40 units of 72" × 65" smooth tabletops with acrylic sealer and skate stops, 40 units of 26.5" × 90" benches with back and center armrest with skateboard-resistant bumps, 40 units of 24" × 84" flat benches with center armrest and skateboard bumps on both sides, 2 units of 72" × 18" dog bone shape benches, and 5 skateboard benches. All concrete products must achieve a minimum 5000 psi compressive strength with rebar reinforcement, meet manufacturer's standard warranty coverage, and support optional departmental logos and colored concrete. Contractors must provide FOB Destination Freight Prepaid pricing and maintain reasonable inventory stock for delivery upon request.

The contract term is one year from award with City renewal rights for two additional two-year periods. Sealed bids must be submitted electronically through the City's online bidding system. Questions are due October 3, 2026 at 4:00 p.m. Arizona time. Contractors must obtain a City of Tucson Business License and maintain commercial general liability insurance of $2 million per occurrence and workers' compensation at statutory limits. Multiple awards may be made. The procurement allows cooperative purchasing agreements permitting other public agencies to piggyback at identical prices and terms. Contractors must comply with the City's Living Wage Ordinance. Payment discounts of 21 calendar days or more will be deducted during evaluation.
