About this opportunity

The City of Sanford, Florida has issued Invitation for Bid (IFB) No. 24/25-05 for concrete delivery and pickup services, seeking a local concrete supplier within 15 miles of the city. The procurement aims to secure a contractor capable of providing concrete pickup and delivery services for various city projects, requiring the supplier to furnish all necessary labor, materials, equipment, tools, and vehicles. The city requires delivery of concrete mixes including 2500 PSI, 3000 PSI (regular and pump), 3500 PSI, and 4000 PSI, with the ability to pick up and deliver up to six cubic yards of concrete to various city locations. The solicitation was released on November 8, 2024, with bids due on December 3, 2024, at 2:00 P.M. local time. The contract term is three years with options to renew for two additional one-year periods, not to exceed five years total. Evaluation criteria include the ability to provide emergency concrete services within three business days, meeting insurance requirements, maintaining a drug-free workplace, and compliance with public records laws.

The procurement allows for both a primary and secondary vendor to be awarded, with the city reserving the right to reject any or all bids and waive formalities. There are no specific set-aside designations or restrictions on enterprise types mentioned in the documentation. Bidders must provide a 5% bid security bond and include fuel and environmental fees in their cubic yard pricing. Interestingly, the bid opening minutes indicate that no bids were received for this solicitation. Pricing will remain firm for the initial 90 days, with potential future adjustments based on negotiations and the Producer Price Index for concrete and related products. While a specific budget range is not explicitly stated, the comprehensive requirements suggest the city is seeking a reliable, local concrete service provider capable of supporting various municipal infrastructure and maintenance projects. The procurement process follows standard municipal guidelines, including provisions outlined in Florida Statutes and City of Sanford procurement policies.
