About this opportunity

The City of Charlotte is requesting bids on Concourse A Modifications at Charlotte Douglas International Airport under ITB AVIA 27-07, with bids due September 22, 2026 at 2:00 PM ET and a pre-bid meeting on September 1, 2026 at 9:00 AM ET at CLT Center. A 5% Small Business Enterprise goal applies.

The scope encompasses reconfiguring and replacing eight gate counters to accommodate Extended Airline System Environment (EASE) and airline equipment; installing new electrical and telecommunications cabling; replacing non-ADA-compliant tables; relocating a Flight Information Display System board; modifying hold rooms at the west end of the concourse; creating a new tenant space between gates A11 and A12; upgrading lighting in connecting corridors; and installing a fuselage artifact with information board. A $250,000 allowance is included for aircraft fuselage display work. Bidders must submit a base bid plus alternates for communications infrastructure and carpet replacement.

The contractor must achieve Substantial Completion within 365 calendar days from Notice to Proceed and Final Completion within 60 calendar days thereafter, subject to liquidated damages of $1,000 per calendar day for missed milestones. Progress payments are made within 45 calendar days of approval with 5% retainage until Substantial Completion. Eligible North Carolina sales and use taxes are reimbursed separately outside the contract price. The City retains a 10% contingency fund not accessible to the contractor unless City-approved changes warrant use.

Bid security of 5% of the base bid is required as a cashier's check, certified check, money order, or bid bond. Performance and payment bonds equal to the full contract sum are required. Contractors must hold a North Carolina license, demonstrate acceptable experience on at least two similar projects within the past ten years, comply with E-Verify and Charlotte Business Inclusion Program provisions, meet airport security requirements, and provide Title VI Civil Rights assurances. Site tours follow the pre-bid meeting on September 1. Bid opening is conducted via Microsoft Teams.
