About this opportunity
The City of Cheyenne, Wyoming is soliciting sealed bids for full-service concessions operations at four municipal ballfields: Brimmer Park, Converse Softball Complex, Pioneer Park Baseball Field, and Powers Baseball Field. Bidders may respond for one, multiple, or all facilities, with the contract operating from April through October 2026 according to facility-specific seasonal schedules. Contractors must provide standard concession menu items including prepackaged foods, beverages, hot dogs, nachos, pretzels, and candy, with certain items prohibited at specific locations, while maintaining staffing for all scheduled games and tournaments. Required qualifications include obtaining all necessary health inspections, licenses, and Food Wagon Licenses, with the City providing specified equipment at each location including refrigeration, cooking equipment, and point-of-sale systems. Award will be made to the qualified, responsible bidder submitting the lowest responsive bid based on the percentage of gross sales remitted to the City, with bids ranging from 5 to 30 percent. Key deadlines include a question submission deadline of March 10, 2026 at 5:00 pm, an addendum response by March 12, 2026 at 5:00 pm, sealed bid submission via the City's eProcurement Portal by March 17, 2026 at 3:00 pm, and contract execution scheduled for March 25, 2026. Bidders must submit a proposal not exceeding two pages with company information, compliance confirmation, three references for similar services, and a completed price proposal form.
Wyoming resident bidders receive a statutory preference and will be awarded the contract if their bid is not more than five percent higher than the lowest qualified nonresident bidder's bid, though this preference does not apply where federal funds are involved. A bid guarantee equal to five percent of the total bid amount is required for bids exceeding $75,000, submitted as either a bid bond from a Wyoming-authorized surety company or a cashier's check payable to the City of Cheyenne. Bidders must comply with Equal Employment Opportunity Commission requirements, the Americans with Disabilities Act, and the City's Alcohol and Controlled Substance Policy. The City will provide all major concessions equipment at each location, with contractors responsible for repair or replacement costs resulting from misuse or maintenance needs, and all contractor-owned equipment must be removed at season's end. Contractors must submit certified monthly sales reports within seven business days of month-end, with a $100 monthly fine for late submissions, and remit the agreed percentage of gross sales with each report. No facility or usage fees will be charged by the City. For additional information, prospective bidders should contact TJ Barttelbort, Purchasing Manager, at tbarttelbort@cheyennecity.org or (307) 773-1045.
