About this file

This Scope of Work document issued by the City of Cheyenne, Wyoming, solicits bids for full-service concession operations at four municipal ballfields: Brimmer Park, Converse Softball Complex, Pioneer Park Baseball Field, and Powers Baseball Field. Vendors may bid on one, multiple, or all facilities. The contract term runs from April through October 2026, with specific seasonal schedules varying by location—Brimmer Park operates May through mid-September, Converse Softball Complex operates April through July with limited September use, Pioneer Park operates late April through late September, and Powers Baseball Field operates mid-April through October. The scope requires contractors to provide typical concession menu items including prepackaged foods, beverages, hot dogs, nachos, pretzels, chips, and candy, with sunflower seeds and gum prohibited at Pioneer Park and Powers Baseball Field. Contractors must staff all scheduled games and tournaments, maintain flexibility for schedule adjustments, and obtain all required health inspections, licenses, and Food Wagon Licenses. The City will provide specified equipment at each location, including refrigeration, cooking equipment, and point-of-sale systems, with contractors responsible for repair or replacement due to misuse or maintenance needs.

Bidding is based on the percentage of gross sales remitted to the City, with contractors proposing between 5 and 30 percent, and the highest responsive and responsible bidder receiving the contract award by facility. No facility or usage fees will be charged by the City. Contractors must submit certified monthly reports of gross sales within seven business days of month-end, with a $100 monthly fine for late submissions, and must remit the agreed percentage with each report. All contractor-owned equipment must be removed at season's end. Bidders must submit a proposal not exceeding two pages that includes company information, confirmation of compliance with bid requirements, and three references for similar services, along with a completed price proposal form indicating the percentage of sales for each facility or "NO BID" for facilities not being pursued.
