About this file

This is a bid document containing photographs of concessions locations for the City of Cheyenne, Wyoming's solicitation for full-service concessions operations at four municipal ballfields. The file presents photographs of the front and interior views of four facilities: Brimmer Park, Converse Softball Complex, Pioneer Park Baseball Field, and Powers Baseball Field. Bidders may respond for one, multiple, or all facilities, with the contract operating from April through October 2026 according to facility-specific seasonal schedules. Contractors must provide standard concession menu items including prepackaged foods, beverages, hot dogs, nachos, pretzels, and candy, with certain items prohibited at specific locations. Sealed bids are due March 17, 2026 at 3:00 pm via the City's eProcurement Portal, with questions due by March 10, 2026 at 5:00 pm and addendum responses by March 12, 2026 at 5:00 pm. Contract execution is scheduled for March 25, 2026.

Award will be made to the qualified, responsible bidder submitting the lowest responsive bid based on the percentage of gross sales remitted to the City, with bids ranging from 5 to 30 percent. A bid guarantee equal to five percent of the total bid amount is required for bids exceeding $75,000, submitted as either a bid bond from a Wyoming-authorized surety company or a cashier's check. Wyoming resident bidders receive a statutory preference and will be awarded the contract if their bid is not more than five percent higher than the lowest qualified nonresident bidder's bid, unless federal funds are involved. The City will provide all major concessions equipment at each location, including refrigeration, cooking equipment, and point-of-sale systems, with contractors responsible for repair or replacement costs resulting from misuse or maintenance needs. Contractors must submit certified monthly sales reports within seven business days of month-end, with a $100 monthly fine for late submissions, and remit the agreed percentage of gross sales with each report. No facility or usage fees will be charged by the City. Contractors must obtain all necessary health inspections, licenses, and Food Wagon Licenses and comply with Equal Employment Opportunity Commission requirements, the Americans with Disabilities Act, and the City's Alcohol and Controlled Substance Policy.
