About this opportunity

The City of Wichita Parks & Recreation Department is requesting proposals for concession services at athletic fields, with proposals due October 2, 2026 at 10:00 a.m. via the City's electronic Procurement Portal. Site visits are scheduled for September 24, 2026 (2:30 p.m. at South Lakes Sports Complex and 4:00 p.m. at Planeview Park). Questions are due September 22, 2026 by 5:00 p.m., and addenda are posted September 25, 2026.

Primary service locations are South Lakes Sports Complex (5300 S. Meridian Ave) and Planeview Park (2819 S. Fees St.). The City reserves the right to add or remove locations including West Douglas Park, West Side Athletic Fields, Dr. Glen Dey Park, and Robert Thurman Field at McAdams Park. Operations run approximately March through early November aligned with scheduled leagues, tournaments, and special events. The City does not maintain a prescribed menu and encourages proposers to recommend items and pricing subject to approval. Concessionaire must use Pepsi products per the City's beverage agreement, establish a verifiable sales-tracking system, maintain required permits and licenses, submit monthly sales reports by the 15th, and operate clean, professional concession stands.

Minimum qualification threshold is three years' experience in similar services. Proposers must be registered with the Kansas Secretary of State, hold Commercial General Liability and Automobile Liability insurance of $1 million per occurrence and $2 million aggregate, disclose any health department violations within three years, and provide three professional references.

The contract term is one year with four optional one-year renewals; either party may cancel on thirty days' written notice. Compensation is a commission percentage based on gross sales excluding sales tax. Historical City revenue was $9,284.31 in 2024, $795.61 in 2025, and $97.28 year-to-date in 2026, representing only the City's share and not guaranteeing future revenue.

Evaluation weights: ability to meet terms and conditions (10%), project understanding and presentation (25%), technical qualifications and resources (25%), references and past performance (10%), proposed commission percentage (20%), and Small & Emerging Business Enterprise Program participation (10%). Award is anticipated in October 2026.
