About this opportunity

The Commonwealth of Kentucky, Finance and Administration Cabinet, on behalf of the Kentucky State Police (KSP) Criminal ID & Records Branch, issued a Request for Bid (RFB 758 2300000547) for the procurement of Concealed Carry Deadly Weapons (CCDW) ID Cards. The solicitation seeks 200,000 units of white, 30 mil thickness, blank graphic quality polyvinyl chloride (PVC) cards with dimensions of 3.375" x 2.125" that are printable and free of magnetic strips, slots, or holes. The cards will be printed in-house by the Kentucky State Police using a Zebra Card ZXP Series 7 printer, meaning vendors are responsible for supplying only the blank card stock suitable for this specific printing application. Vendors must submit all bids electronically through the Commonwealth's eProcurement System; paper bids are not acceptable, and all bidders must be registered in the Vendor Self Service System prior to submission. Written vendor questions were due by March 1, 2023 at 10:00 AM ET, with the bid closing date set for March 10, 2023 at 1:30 PM ET. Award determination utilizes a best value ranking approach with evaluation criteria weighted at 90 points for price and 10 points for delivery time, with the lowest-priced conforming bid receiving maximum points and subsequent bidders' scores calculated proportionally. Delivery must be specified in working days to the KSP CCDW Branch at 1266 Louisville Road, Frankfort, Kentucky 40601, with one percent deducted from the vendor's invoice per day for failure to meet the contracted delivery date. All quotations must be provided on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipment and freight charges, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

The Commonwealth reserves reciprocal preference for Kentucky resident bidders and extended preferences for qualified bidders, including Kentucky Correctional Industries (20 percent preference) and qualified nonprofit agencies employing individuals with severe disabilities (15 percent preference). All bidders must complete the Annual Affidavit and Other Affidavits as specified in Attachment B, certifying compliance with Kentucky campaign finance laws, tax registration requirements, and other statutory obligations. Resident Bidder Status affidavits require entities to certify they are authorized to transact business in Kentucky and have, for one year prior to and through the advertisement date, filed Kentucky corporate income taxes, made payments to the Kentucky unemployment insurance fund, and maintained an active Kentucky workers' compensation policy. Contractors must maintain continuous compliance with Kentucky statutes regarding corporate taxes, sales and use taxes, income taxes, wages and hours, occupational safety and health, unemployment compensation, and workers' compensation. Payment will be made within 30 working days of receipt of goods or invoice in accordance with state law, and the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. No specific award value or budget range is disclosed in the solicitation documents, and no incumbent vendors or current contractors are identified.
