The scope encompasses a turnkey system upgrade across the Law Enforcement Center and Government Center, including 2,160 combined labor hours for installation, all required equipment and software, 20 hours of training, and five years of post-warranty service and maintenance support. Four optional alternates are available: Intake Control Room with security walls, 26 video visitation units, a metal detector/package screener, and administrative costs for Deputy Sheriff escorts during construction. Key equipment specifications include a Mitsubishi P-Series 3-ton AC unit for the control room, Armstrong LVT flooring with cove base, and nine touchscreen control stations in the base bid. Video storage is specified at 90 calendar days, expandable to 180 or 270 days. Two equipment substitutions are approved: Levitron Multi-Technology Ceiling Occupancy Sensor and Identicard Premisys 3 Two-Reader Board, provided they integrate with specified locking and camera systems. Work is scheduled Monday through Friday before 8:00 a.m. and after 5:00 p.m., or weekends with written approval from the Purchasing Manager. The Sheriff's Office provides building security escorts during construction.
The Price Proposal Form requires unit costs and extended costs on an hourly or per-unit basis, with detailed cost breakdowns for installation labor, equipment, software, and five-year service and maintenance support. Three bids were received from AE Security Group, Johnson Controls, and South Western Communications, Inc. Addenda 1 (July 30, 2021) and 2 (August 11, 2021) clarify qualification requirements and provide answers to 20 bidder questions. Dawson County does not guarantee a minimum or maximum contract value and applies an equal-opportunity, non-discriminatory procurement policy.
