About this file
This Addendum 2 document is issued by Dawson County, Georgia, in response to RFP #377-21 for Construction Services—Comprehensive Security System Upgrade for Dawson County. The project encompasses a turnkey comprehensive security system upgrade with installation across multiple county facilities, including the Law Enforcement Center and Government Center. The scope includes 2,160 combined labor hours for installation, all required equipment and software, training for 20 hours, and five years of post-warranty service/maintenance support. Four alternates are included: Alternate 1 for an Intake Control Room with security walls (design-build); Alternate 2 for 26 video visitation units; Alternate 3 for a metal detector/package screener; and Alternate 4 for administrative costs associated with required Deputy Sheriff escorts during performance. The addendum, issued August 11, 2021, clarifies specifications, answers 20 bidder questions, and introduces an updated Price Proposal Form. A mandatory pre-proposal conference was held on August 5, 2021, at the Law Enforcement Center in Dawsonville, Georgia. The bid closing date is August 26, 2021, at 10:30 a.m. EST.
The Price Proposal Form requires bidders to provide unit costs and extended costs for installation labor, all equipment, software, and training on an hourly or per-unit basis, with each item designated as either hourly rate or not-to-exceed pricing. Bidders must submit a detailed cost breakdown for installation, equipment, and software/licenses, along with a detailed description of five years of service/maintenance support beginning after the warranty period expires. The addendum approves two equipment substitutions: the Levitron Multi-Technology Ceiling Occupancy Sensor (Model OSCxx-MOW) for specified occupancy sensors if rated to detect breathing only, and the Identicard Premisys 3 Two-Reader Board (Model PREM-BRD2RD2-S3) for the access control system, provided it integrates with locking and camera systems and serves as the main operating platform without additional licensing fees. Key specifications clarified include a 10-foot finished ceiling height in the booking area, a Mitsubishi P-Series 3-ton AC unit (Model PUZ-A36) for the control room, Armstrong LVT flooring with 6-inch cove base, 90 calendar days of video storage expandable to 180 or 270 days, and nine touchscreen control stations in the base bid plus one additional in Alternate 1. Work may be scheduled Monday through Friday before 8:00 a.m. and after 5:00 p.m. or on weekends with written approval from the Purchasing Manager, and the Sheriff's Office will provide building escorts to maintain security during construction.
