About this opportunity
The New Hampshire Department of Education, Bureau of Instructional Support is requesting proposals for comprehensive support and improvement services, including school-level comprehensive needs assessments and school improvement planning, with proposals due September 4, 2026. Services will be delivered to up to 30 eligible Comprehensive Support and Improvement (CSI) schools — typically the lowest performing 5% of Title I schools, high schools with low graduation rates, and ATSI Title I schools that have not exited their status within six years. Based on historical data, approximately 17 schools opted into vendor services as of fall 2023; the final eligible school count will not be confirmed until fall 2026 based on 2025–2026 accountability data.
Vendors must address five priority areas: school-level comprehensive needs assessment; school improvement planning and support; more rigorous diagnostic review for re-identified CSI schools; communications and coordination with the Department; and a budget proposal. Proposals are limited to five pages and must include two to three examples per priority area demonstrating relevant experience. The Department may select a single vendor or multiple vendors; if multiple vendors are selected, the Department will assign schools based on CSI identification criteria.
The contract will be firm fixed price per unit (school) performance-based through December 2027, with an optional one-year extension through the 2028–2029 school year at the Department's sole discretion under extenuating circumstances. Services will be delivered throughout Year 1 and during the first half of Year 2 of the Department's three-year CSI improvement cycle. Funding for Year 1 comes from Title I, Part A Section 1003(b) school improvement grants. The Department has not provided a budget ceiling and cannot specify anticipated per-school allocations due to uncertainty regarding Federal Fiscal Year 2026 Title I, Part A funding, with final allocations not available until July 1, 2026. The Department reserves the right to negotiate contract terms including intellectual property ownership, indemnification, insurance requirements, and deliverable acceptance procedures.
