About this file
This is a scoring results document from the New Hampshire Department of Education, Bureau of Instructional Support, for RFP NHED-BIS-2027-01 regarding Comprehensive Support and Improvement services, specifically school-level comprehensive needs assessments and school improvement planning. The RFP sought proposals to serve up to 30 eligible Comprehensive Support and Improvement (CSI) schools, typically the lowest-performing 5% of Title I schools, high schools with low graduation rates, and ATSI Title I schools that have not exited their status within six years. Proposals were due September 4, 2026, at 2:30 pm. The contract will be firm fixed price per unit (school) performance-based through December 2027, with an optional one-year extension through the 2028-2029 school year at the Department's sole discretion. The Department may select a single vendor or multiple vendors to deliver services throughout Year 1 and during the first half of Year 2 of the three-year CSI improvement cycle.
The scoring results show 28 vendors evaluated on a 100-point scale, with four vendors achieving perfect scores: School Works, 21st Century Possibilities, Instructional Empowerment, and MGT Impact Solutions. Three vendors were disqualified: Consortium for Education Research & Advancement (CERA) and EMCS Consulting. Scores ranged from 100 points down to 25.33 points, with the lowest-scoring qualified vendor, Carnegie Learning Inc, earning 24.67 points. Funding for Year 1 derives from Title I, Part A Section 1003(b) school improvement grants; however, the Department did not provide a budget ceiling and could not specify anticipated per-school allocations due to uncertainty regarding Federal Fiscal Year 2026 Title I, Part A funding, with final allocations not available until July 1, 2026. The Department reserved the right to negotiate contract terms including intellectual property ownership, indemnification, insurance requirements, and deliverable acceptance procedures. Agency contact is Corbett Coutts, School Improvement Manager, at corbett.coutts@doe.nh.gov.
