About this opportunity
The City of Lafayette, Colorado, is requesting proposals for consulting services to develop water supply and strategic growth elements for the city's comprehensive plan and lead related community engagement, with proposals due August 28, 2026 at 5:00 p.m. Mountain Time via the Rocky Mountain E-Purchasing System.
The scope requires developing a Water Supply Element compliant with Senate Bill 24-174, a Strategic Growth Element addressing sustainable land use and housing needs, and coordination of community engagement for a broader comprehensive plan update. The selected consultant must establish a project schedule including two client meetings per month, conduct staff workshops, perform internal dry runs preceding City Council meetings, and deliver all project components on schedule.
No contract value or fixed pricing structure is specified; proposals are evaluated on price reasonableness relative to scope, with cost breakdowns by task and deliverable. The evaluation allocates 100 points across Completeness and Quality of Overall Proposal (35 points), Experience of the Project Team (30 points), Reputation and Ability to Deliver (30 points), and Price (5 points).
The consultant must carry Commercial General Liability Insurance with minimum combined single limits of $1 million per occurrence and $2 million aggregate, Professional Liability Insurance of $1 million per claim and $2 million aggregate, Workers' Compensation Insurance per Colorado statutory limits, and Comprehensive Automotive Liability Insurance of $500,000. Mandatory submissions include a signed cover sheet and non-collusion certificate, detailed proposal narrative, licenses and certifications, insurance information, a completed W-9 form, three project references, and a staffing plan identifying all key personnel and subconsultants.
Written inquiries are due August 14, 2026, with the City's responses provided by August 21, 2026. Oral presentations and interviews are anticipated for the week of September 7, 2026. The contract is anticipated to begin on or around October 1, 2026. The City reserves the right to award to multiple offerors and may waive non-material mandatory requirements at its discretion.
