About this file

This is a Request for Proposal (RFP) issued by the City of Lafayette, Colorado, for consulting services to develop water supply and strategic growth elements for the city's comprehensive plan and to lead related community engagement activities. The City seeks a qualified consulting firm to create a new Water Supply Element compliant with Senate Bill 24-174, develop a Strategic Growth Element addressing sustainable land use and housing needs, and coordinate community engagement for a broader comprehensive plan update. The RFP was released on July 23, 2026, with a proposal submission deadline of August 28, 2026, at 5:00 PM Mountain Time via the Rocky Mountain E-Purchasing System (Bidnet). Written inquiries are due by August 14, 2026, with the City's responses provided by August 21, 2026. Oral presentations and interviews are anticipated for the week of September 7, 2026. The contract is anticipated to begin on or around October 1, 2026. The selected consultant must establish a project schedule with two client meetings per month, conduct staff workshops, perform internal dry runs preceding City Council meetings, and deliver all project components on schedule.

The RFP does not specify a total contract amount or fixed pricing structure; instead, proposals are evaluated based on price reasonableness relative to the scope of services, with consideration given to cost breakdowns by task and deliverable. The evaluation criteria allocate 100 total points across multiple factors: Completeness and Quality of Overall Proposal (35 points), Experience of the Project Team (30 points), Reputation and Ability to Deliver (30 points), and Price (5 points). The consultant must maintain Commercial General Liability Insurance with minimum combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability Insurance with $1,000,000 per claim and $2,000,000 aggregate, Workers' Compensation Insurance per Colorado statutory limits, and Comprehensive Automotive Liability Insurance of $500,000. Mandatory submission requirements include a signed cover sheet and non-collusion certificate, a detailed proposal narrative, licenses and certifications, insurance information, a completed W-9 form, three project references, and a staffing plan identifying all key personnel and subconsultants. The City reserves the right to award to multiple offerors and may waive non-material mandatory requirements at its discretion.

A submission in response to this RFP acknowledges acceptance by the Offeror of all terms and condiVons as set forth herein. An Offeror shall iden^fy clearly and thoroughly any varia^ons between its proposal and this RFP. Failure to do so shall be deemed a waiver of any rights to subsequently modify the terms of performance, except as outlined or specified in the RFP.

The contents of the proposal of the awarded Offeror will become contractual obliga^ons under the awarded Contract. Failure of the awarded Offeror to accept these obliga^ons may result in cancela^on of the award to that Offeror.

1.3.IX.Independent Price Determina^on

By its signature on the Cover Page and Cer^ficate of Non-Collusion the Offeror cer^fies that the prices and other terms in the proposal have been arrived at independently without any consulta^on, communica^on, agreement with, or knowledge of the contents of the proposal by any other compe^ng Offerors. For purposes of this paragraph, "consulta^on, communica^on, agreement with, or knowledge" does not include knowledge of prices or terms gained through availability of established price lists or catalogues made available to the public by the compe^ng Offerors. No a?empt has been made or will be made by the Offeror to induce any other person or firm to submit or not to submit a proposal for restric^ng compe^^on per §6-4-101, C.R.S., et seq., (Colorado An^trust Act of 1992) as amended.

1.3.X.Conflicts of Interest/Ethics

The Offeror must disclose in its proposal any poten^al or actual conflict of interest in connec^on with a response to this solicita^on. A conflict of interest may include, but is not limited to, access to any non-public informa^on by the Offeror regarding the solicita^on or its subject ma?er.

The Offeror acknowledges that even the appearance of a conflict of interest may be harmful to the City’s interests. The Offeror shall disclose in its proposal whether there currently is, or poten^ally could be, the appearance of a conflict of interest regarding this solicita^on, its staff, any proposal subcontractors or partners, or any related business with the City.

Requirements set forth in this Sec^on are con^nuing requirements throughout the solicita^on process and, for the awarded Offeror, the Contract term, including any extensions.

With regard to the emphasized language above, it is important for Offerors to note that a challenge to the solicita^on's requirements or specifica^ons should be made within seven

(7) working days of when the protestable item is known. In other words, if you believe that the solicita^on contains a requirement you want to protest, the protest should be submi?ed within the seven (7) working day ^me period, even if that means it is filed during the ^me the solicita^on is s^ll open.

Announcement of the apparent winning vendor will be made via a pos^ng on Bidnet. The requirement for ^mely submission of any protest (seven (7) working days) will begin no later than the first working day following pos^ng of the award no^ce on Bidnet.

1.3.XII. Accessibility

On June 30, 2021, Colorado HB21-1110 strengthened the Colorado law for protec^on against discrimina^on against persons with disabili^es; specifically, it requires the accessibility of all digital government informa^on technology. To comply, all digital experiences including websites, applica^ons, digital assets, and digital interfaces provided by the Offeror must meet all applicable Level A and AA success criteria of the Web Content Accessibility Guidelines (WCAG) version 2.1.

In order to comply with Colorado law, the proposed product or deliverable must meet these WCAG guidelines. To assess the current status of compliance, the City may request a func^onal accessibility evalua^on such as providing an accessibility compliance report u^lizing the current ITIC Voluntary Product Accessibility Template (VPAT 2.5 WCAG) or manual tes^ng reports. If the product or deliverable does not or cannot meet these compliance standards or you cannot provide these evalua^ons, the City may engage in dialogue to understand the status of the product and how to bring the product into compliance. This may include your organiza^on either performing or procuring manual tes^ng of the product, providing reports for the current accessibility compliance status and providing a roadmap for when issues can be remediated.

1.4. CONTRACT AND TERM

The City’s Sample Professional Services Contract (“Contract”) is included as Appendix A of this RFP. Any excep^ons to the Contract documenta^on will be taken into considera^on when evalua^ng proposals submi?ed. Offerors should submit any requested modifica^ons in a redlined copy of the City’s Contract when submipng their proposal.

The City reserves the right to reject any or all proposed modifica^ons.

Depending on the contract amount, the iniVal term of the awarded Contract is anVcipated to begin on or around October 1.

The City may, within its sole discre^on, choose not to exercise any op^on or extension term in the Contract for any reason. If the City chooses not to exercise any op^on or extension term, it may re-procure the goods and/or services in its sole discre^on.

2. SECTION 2 – REQUIREMENTS AND SCOPE OF WORK

2.1. INSURANCE REQUIREMENTS

Offeror shall, at its own expense, keep in full force and effect during the term of any Contract resul^ng from this solicita^on, and during the term of any extension or amendment to that Contract, insurance as stated below:

Unauthorized changes to the Staffing Plan during the procurement process may result in disqualifica^on of a proposal or termina^on of the contract.

• Proposals will be considered only from firms or individuals that are well established in an appropriate field, who are financially responsible, and who have the resources and ability to provide services in a professional and ^mely manner. 2.3. SCOPE OF WORK

See Exhibit A for a full scope of work.

3. SECTION 3 – EVALUATION METHODOLOGY & AWARD

3.1. EVALUATION PROCESS

A comprehensive, thorough, complete, and impar^al evalua^on of each proposal received will be conducted. The award shall be made to the responsible Offeror whose proposal is determined to be the most advantageous to the City, taking into considera^on the price and evalua^on factors set forth in this Request for Proposal.

3.2. EVALUATION COMMITTEE

An Evalua^on Commi?ee will be established u^lizing measures to ensure the integrity of the evalua^on process. These measures include the following:

• Selec^ng commi?ee members who do not have a conflict of interest regarding this solicita^on.

• Facilita^ng the independent review of proposals.

• Requiring the evalua^on of the proposals to be based strictly on the content of the proposals.

• Ensuring the fair and impar^al treatment of all Offerors.

The objec^ve of the Evalua^on Commi?ee is to conduct reviews of the proposals that have been submi?ed, to hold frank and detailed discussions among themselves, and to recommend an Offeror for award.

3.3. PROPOSAL EVALUATION CRITERIA

• The City will evaluate proposals to determine if each Offeror meets all mandatory qualifica^on requirements; provided, however, that the City has the authority to waive non-material mandatory requirements in certain circumstances. The mandatory qualifica^on requirements are scored on a Met/Not Met basis and only those proposals found to meet all mandatory requirements, other than non-material mandatory requirements waived by the City, can be considered for a Contract resul^ng from this solicita^on.

• Proposals will be evaluated by the Evalua^on Commi?ee using the evalua^on criteria listed below. The evaluators will consider whether the Scope of Work requirements in the solicita^on have been addressed, and they will review the capabili^es of the Offeror, as well as the quality of the approach proposed, the price, and any other aspect determined relevant to the evalua^on criteria.

• The evalua^on criteria to be used in evalua^ng the proposals are as follows (and are listed in no par^cular order):

3.4. DEMONSTRATIONS AND DISCUSSIONS

The Evalua^on Commi?ee may, if it deems necessary, request clarifica^ons, conduct discussions or oral presenta^ons, or request best and final offers. Discussions may be held with responsible offerors whose proposals are determined to be reasonably suscep^ble to be selected for award to:

Completeness and Quality of Overall Proposal - The overall clarity, thoroughness, and responsiveness of the proposal in addressing all components of the solicita^on, including the Water Supply Element, the Strategic Growth Element, and the Comprehensive Plan engagement tasks. Considera^on will be given to the quality and effec^veness of the proposed community engagement strategy, including the firm's stated general philosophy for community engagement, the approach for execu^ng the four engagement windows, the use of pop-up events, community events, focus groups, and the Lafaye?e Listens engagement page, and the ability to produce meaningful engagement summary reports and support Planning Commission and City Council interac^ons. Considera^on will also be given to the completeness of proposed deliverables, the organiza^on and professionalism of the submission, and the degree to which the proposal reflects a comprehensive understanding of the needs of the City.

35 points

Experience of the Project Team - The qualifica^ons, roles, and availability of the proposed project team and key personnel assigned to this engagement.

Considera^on will be given to the individual and collec^ve experience of team members in developing comprehensive plan elements, water supply planning, strategic growth or land use analysis, fiscal impact analysis, and community engagement facilita^on. Considera^on will also be given to the team's familiarity with the Strategic Growth Toolbox and applicable State guidance, as well as the demonstrated capacity to manage mul^ple concurrent workstreams, maintain a project schedule with clear task sequencing and milestones, sustain a communica^on cadence including two client mee^ngs per month, conduct staff workshops, and complete internal dry runs preceding City Council mee^ngs for the City.

30 points

ReputaVon and Ability to Deliver - The firm's demonstrated track record and reputa^on for successfully delivering comparable comprehensive plan elements, water supply planning, strategic growth or land use analysis, and fiscal impact analysis for similar municipali^es. Considera^on will be given to experience preparing plan elements consistent with Senate Bill 24-174 requirements, references from prior clients, the firm's reliability in mee^ng deadlines and commitments, and evidence of the firm's capacity to complete projects of similar scope and complexity on schedule and to the sa^sfac^on of the City.

30 points

Price - The reasonableness and completeness of the proposed fees rela^ve to the scope of services, including a clear breakdown of costs by task and deliverable.

Considera^on will be given to the inclusion of the supplemental budget op^on for analyzing addi^onal greenfield sites and the overall value provided to the City.

5 points

TOTAL POSSIBLE SCORE 100 points

a. Promote understanding of the City’s requirements and the Offerors’ proposals; and

b. Facilitate a Contract that will be most advantageous to the City taking into considera^on price and the other evalua^on factors set forth in the request for proposals.

The Evalua^on Commi?ee may adjust its scoring based on the results of such ac^vi^es. However, proposals may be reviewed and determina^ons made without such ac^vi^es. Offerors should be aware that the opportunity for further explanaVon might not exist; therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible proposal, including pricing.

3.5. SINGLE PROPOSAL

If only one bid or proposal is received in response to a solicita^on, an award may be made to the single bidder or Offeror if the procurement official finds that the price submi?ed is fair and reasonable and that other prospec^ve bidders or Offerors had reasonable opportunity to respond.

3.6. AWARD

A No^ce of Intent to Award will be published on Bidnet.

The award determina^on is ul^mately a business decision that will reflect an integrated assessment of the rela^ve merits of the proposals received, using the factors set forth in SecVon 3.3. The City intends to award Contract(s) to the Offeror(s) whose proposal(s), conforming to the solicita^on, will be most advantageous to the City, price and other factors considered.

The City reserves the right to award to mul^ple offerors if is determined to be in the best interest of the City.

APPENDIX A – SCOPE OF WORK

Introduc^on The City of Lafaye?e is solici^ng proposals from qualified consul^ng firms to assist in developing the Water Supply Element and Strategic Growth Element of the Comprehensive Plan, as well as coordina^ng the engagement ac^vi^es needed to support a broader comprehensive plan update. These two elements will be developed concurrently with por^ons of the broader comprehensive plan update.

Depending on staff workload, some components of the comprehensive plan update may proceed immediately auer comple^on of the strategic growth work. Consultants should assume some degree of overlap and coordina^on.

Consultants will collaborate with City staff to refine this high-level scope of services, including tasks, engagement strategies, and deliverables. The City is open to alterna^ve approaches to those described in this scope of work. City staff will manage the broader comprehensive plan update, which will include minor edits to the plan last adopted in 2021.

General Project Management Notes The selected Consultant is expected to provide consistent and responsive project management, including but not limited to:

• Establish and maintain a project schedule;

• Assume two client mee^ngs per month (may be virtual);

• Include staff workshops, as needed, to resolve ques^ons during the project;

• Promote an itera^ve development process for project deliverables; and

• Assume that each City Council mee^ng is proceeded by an in-person, internal dry run.

Task 1: Kickoff

1.1 Project Kick-Off

a. Internal Understanding: Facilitate an in-person mee^ng with a core City team to develop a common understanding of the project goals and data sharing needs.

Staff will provide key sec^ons to review in each document.

Task 2: Water Supply and Strategic Growth Elements

2.1 Water Supply Element

Goal: Create a new Water Supply Element compliant with SB 24-174.

a. Meet with staff to gather data on current supply, infrastructure, and conserva^on programs.

b. Analyze projected water demand ^ed to housing growth scenarios.

c. Iden^fy gaps or risks related to water supply reliability and drought resilience.

https://lafayetteco.gov/345/Comprehensive-Plan https://lafayetteco.gov/345/Comprehensive-Plan https://lafayetteco.gov/DocumentCenter/View/39783/MMTP_Final https://lafayetteco.gov/DocumentCenter/View/39784/ED_Housing_Plan https://lafayetteco.gov/DocumentCenter/View/39784/ED_Housing_Plan

d. Develop policy recommenda^ons that integrate water resource sustainability with land use planning.

e. Note: The City is undertaking a comprehensive analysis of water supply and demand needs based on the different future development scenarios. As such, some of the above tasks may rely on preliminary results from that study.

2.2 Strategic Growth Element

Goal: Create a new Strategic Growth Element compliant with SB 24-174. This task involves developing a Strategic Growth Element to promote sustainable land use, address housing needs, and mi^gate infrastructure expansion into natural or agricultural lands.

a. Project Ini^a^on and Alignment

i. Review Statutory Requirements: Analyze SB24-174 and DOLA’s Strategic Growth

Element Guidance to ensure full compliance.

ii. Analysis Pathway: Recommend using either the "Low-Tech" pathway (qualita^ve, stakeholder-driven) or a "High-Tech" pathway (quan^ta^ve, GIS-based). The City has all basic GIS layers, such as land use, u^li^es, hazards, tree canopy, etc.

b. Analyze Vacant, Par^ally Vacant, and Underu^lized Land

i. Assess the feasibility of sites for residen^al use based on infrastructure, transporta^on, and public services. City staff has iden^fied roughly 10 sites poten^ally suitable for infill development for this analysis.

ii. Drau a narra^ve describing the public benefits of developing these sites versus greenfield expansion.

c. Analyze Greenfield (Undeveloped) Sites:

i. Review list of parcels not adjacent to developed land that are under considera^on for future development (less than 10). Include a supplemental budget op^on for analyzing addi^onal sites.

ii. Conduct a fiscal impact analysis to determine long-term costs for infrastructure maintenance and public service provision for these sites.

d. Policy Development

i. Develop Poten^al Policies: U^lize the DOLA Strategic Growth Toolbox to select new or amended policies tailored to the community context.

ii. Evaluate Trade-offs: Assess poten^al policies for their impact on housing, infrastructure, and environmental goals.

e. Public Engagement and Adop^on

i. Community Engagement: Consult community members and interested par^es to seek input on poten^al policies and strategies.

ii. Drau the SGE Document: Compile findings into plan content. City staff will incorporate content into the comprehensive plan document as part of a scheduled update.

iii. Review: Present the drau elements to the Planning Commission and City Council for input and direc^on, as needed, on key policy ques^ons.

iv. Adop^on: Present the drau elements to the Planning Commission and City Council for adop^on.

f. Deliverables

i. SGE Site Inventory: Maps or lists of designated infill and greenfield sites.

ii. Fiscal Impact Summary: Analysis of costs associated with non-adjacent greenfield development.

iii. Strategic Growth Element: A finalized document for inclusion in the Comprehensive Plan and submission to DOLA.

Task 3: Comprehensive Plan Engagement Goal: Lead community engagement efforts for a minor update to the comprehensive plan.

Notes: Proposals should include a statement about the firm’s general philosophy for community engagement.

3.1 Project setup

a. Project Plans: Create an engagement plan and internal media kit. The City has past examples that may serve as a template.

b. Engagement Page: Create and add content to a Lafaye?e Listens engagement page.
