About this opportunity
The City of Sandy Springs, Georgia is issuing a Request for Proposals for comprehensive planning consulting services to prepare a Comprehensive Plan Update covering the planning period 2027-2047. The procurement seeks qualified consulting firms with expertise in comprehensive planning and public engagement to lead a collaborative process resulting in a visionary, implementable plan meeting Georgia Department of Community Affairs and Atlanta Regional Commission requirements. Core deliverables include a 60-page comprehensive plan document addressing nine planning elements (demographics, needs and opportunities, community goals and vision, land use and character, economic development, housing, transportation, environment/sustainability/resiliency, and broadband), a report of accomplishments, public engagement materials, comprehensive plan naming and branding, a community work program, a small area plan consolidated summary, and a conjoint analysis as a supplemental task. All digital deliverables and public engagement materials must comply with ADA accessibility standards and WCAG 2.1 Level AA requirements. Proposals submitted through the Bonfire Portal must include three separate components: a Technical Proposal (12 pages maximum covering executive summary, project approach, public engagement plan, and engagement matrix), a Past Performance section (5 pages with three to five project examples), and a Cost/Fee Proposal (8 pages plus separate matrix sheets). Evaluation will assess proposals on a best-value basis with technical considerations weighted at 60 percent and cost at 40 percent, with technical evaluation including understanding of project goals, creativity and engagement strategy, relevant experience, innovative technology use, and overall proposal quality. A non-mandatory pre-proposal meeting is scheduled for December 30, 2025 at 9:00 a.m. via Microsoft Teams, questions are due by January 5, 2026 at 5:00 p.m. EST, and proposals are due January 26, 2026 by 2:00 p.m. EST. The anticipated project kickoff is Winter 2026 with plan adoption targeted for Spring 2027, and the contract term is eighteen months from the effective date with potential renewal for an additional one-year period if work remains incomplete and funds are appropriated.
The City of Sandy Springs reserves the right to conduct formal interviews with selected offerors and negotiate final terms. Contractors must demonstrate professional liability insurance with limits of not less than $3,000,000 per occurrence, maintain workers' compensation insurance, and comply with Georgia Security and Immigration Compliance Act requirements, including E-Verify verification. All vendors must complete and submit the State of Georgia Vendor Responsibility Questionnaire to evaluate vendor integrity and procurement risk, which is required for formal solicitations exceeding $100,000 and those involving operational service delivery. The questionnaire requires vendors to certify under oath their legal and regulatory compliance, financial and operational stability, tax compliance with the Georgia Department of Revenue, and disclose any debarment or suspension history, environmental law violations, OSHA citations, procurement fraud convictions, foreign company status, or contract completion failures. The RFP does not specify set-aside designations for disadvantaged enterprises, incumbent vendors, or award value ranges; however, the City of Sandy Springs is a municipality of approximately 108,000 residents incorporated in 2005 that seeks a consultant team capable of producing an award-competitive comprehensive plan exemplifying the highest ideals of the planning profession.
