About this opportunity
The City of Cibolo, Texas is requesting proposals for a comprehensive operational audit of its Animal Services Division under RFP 26-547-37, with proposals due September 29, 2026 at 2:00 p.m. CT. Addendum II (September 15, 2026) clarifies critical scope and delivery terms; the pre-proposal conference originally scheduled for September 1 has been cancelled, and the question deadline is September 8, 2026 at 11:00 a.m. CT.
The audit is structured in two phases with separate reports required for each. Phase One, due within 60 days of contract start, addresses operational effectiveness, state law and Department of State Health Services regulatory compliance, personnel training, and shelter operations. Phase Two, due within 120 days, covers operational efficiency, risk management, data systems assessment, staffing recommendations, and benchmarking against professional standards. The consultant receives read-only PetPoint login access with report website access for data retrieval and statistical reporting. On-site work at 108 Cibolo Drive, Building 300 requires multiple visits; two consultants may conduct one consolidated 4–5 day on-site visit per phase instead of four separate visits. The City Animal Services Division currently employs six staff members and impounded 388 dogs and 219 cats in calendar year 2025.
The contract carries a fixed not-to-exceed amount for all phases with monthly invoicing on either a per-phase or actual time-and-materials basis. The consultant must procure commercial general liability ($1 million per occurrence/$2 million aggregate), business automobile liability ($1 million combined single limit), workers' compensation, and professional liability ($1 million per claim/$2 million aggregate). The City retains termination rights with 30 days' written notice or five days' notice for material breach.
Evaluation is weighted: Firm Background (20 points), Project Experience and Qualifications (20 points), Methodology and Technical Approach (20 points), Ability to Comply with Exhibit A Terms (10 points), Cost Proposal (30 points), and Oral Interviews (25 points). Proposals must include at least three client references preferably from Texas cities or local governments, resumes for all team members, and an organizational chart. Respondents must acknowledge receipt of all addenda and certify compliance with Texas Government Code requirements including non-boycott of Israel and energy companies, and restrictions on Iran, Sudan, and foreign terrorist organizations. Award is anticipated by November 2026, with finalist interviews potentially scheduled between October 12 and October 23.
