About this file
This is a Request for Proposals (RFP) issued by the City of Cibolo, Texas for a comprehensive operational audit of the Animal Services Division. The City seeks qualified consultants or professional service providers to conduct a detailed assessment of departmental operations, policy governance, professional standards, training adequacy, risk management, and organizational accountability. The audit follows a recent high-profile incident involving a dog bite case and will be completed in two phases: Phase One, due within 60 days of contract commencement, will focus on operational effectiveness and compliance with state law, Department of State Health Services regulations, personnel training, and shelter operations; Phase Two, due within 120 days, will address operational efficiency, risk management, data systems assessment, staffing recommendations, and benchmarking against professional standards. The project requires multiple on-site visits to the shelter facility located at 108 Cibolo Drive, Building 300, Cibolo, Texas, with staff interviews and operational observations. A pre-proposal conference is scheduled for September 1, 2026 at 10:00 AM CST, with a question deadline of September 8, 2026 at 11:00 AM CST. Proposals are due by 2:00 PM CST on September 29, 2026, with public opening at 201 W. Loop 539, Cibolo, Texas. The City anticipates award by November 2026, with finalist interviews potentially scheduled between October 12 and October 23, 2026. The contract term will continue until all obligations are performed in accordance with the agreement terms.
The City requires a fixed not-to-exceed contract amount for all phases of work, with costs broken down by task or phase and travel expenses estimated separately from professional fees. Respondents must submit detailed cost proposals including hourly rates, employee hours by assignment, and separate travel and reimbursable expense estimates. The evaluation process is weighted as follows: Firm Background (20 points), Project Experience and Qualifications (20 points), Methodology and Technical Approach (20 points), Ability to Comply with Exhibit A Terms and Conditions (10 points), Cost Proposal (30 points), and Oral Interviews (25 points). Proposals must include at least three client references preferably from Texas cities or local governments, resumes for all proposed team members, and an organizational chart. The RFP document indicates no current incumbent and addresses a specific operational concern within the Animal Services Division. All proposals become the sole property of the City, and the professional services agreement is attached as Exhibit A. Respondents must acknowledge receipt of any addenda and certify compliance with various Texas Government Code requirements including non-boycott of Israel and energy companies, and restrictions on business with Iran, Sudan, and foreign terrorist organizations.
