About this file

Summary

This is Addendum II to Request for Proposals No. 26-547-37 issued by the City of Cibolo, Texas for a Comprehensive Operational Audit of Animal Services. The addendum, dated September 15, 2026, modifies the original RFP with due date of September 29, 2026 at 2:00 P.M. CT and addresses 14 questions submitted by prospective respondents. The audit project requires a two-phase approach with separate reports for each phase and includes on-site visits. The City of Cibolo Animal Services Division currently employs six staff members (one Animal Service Manager, one Senior Animal Control Officer, three Animal Control Officers, and one part-time kennel tech) and impounded 388 live dogs and 219 live cats during calendar year 2025, with 14 dogs and 18 cats currently housed in the shelter as of September 1, 2026. Respondents will receive read-only login access to PetPoint with report website access for data retrieval and statistical reporting.

The addendum clarifies that Phases I and II cannot be combined into a single report; however, two consultants may conduct one consolidated 4-5 day on-site visit per phase instead of four separate visits. The contract maintains a fixed not-to-exceed amount for all phases with monthly invoicing accepted on either a per-phase schedule or actual time and materials basis, with invoices submittable once monthly following the 15th or last day of each month. The City declined to extend the final report timeline beyond the original requirements and will not approve change orders for outside consultant assistance post-contract award. The RFP's page limits remain in effect, with Tab A limited to 5 pages and Tab B to 8 pages, though reference forms (Attachment 1) are excluded from page count calculations.

Addendum to RFP No. 26-547-37

Addendum No. II

DATE: September 15, 2026

RFP NO. 26-547-37

DUE DATE: September 29, 2026 @ 2:00 P.M. CT

The following additions, deletions, changes, or clarification are hereby made a part of the solicitation documents for the above referenced project as fully and as completely as though the same were included therein. The remainder of the solicitation remains unchanged by the addendum. Please acknowledge receipt of this addendum in response.

Question 1: How many live dogs and how many live cats did Cibolo Animal Services impound at the shelter in calendar year 2025? How many dogs and how many cats are currently housed in the shelter today?

Response: Cibolo impounded 388 live dogs and 219 live cats in 2025. Today, 9/1/26, there are 18 cats and 14 dogs housed in the shelter.

Question 2: How many staff members does Cibolo Animal Services have and how many of them are Animal Control Officers?

Response: The Animal Services Division has 1 Animal Service Manager who oversees daily operations, one

(1) Senior Animal Control Officer, three (3) Animal Control Officers, and one (1) part-time kennel tech, for a total of 6 staff members.

Question 3: For this project, could we be given a read-only login to PetPoint with report website access so that we could obtain data and run statistical reports ourselves in PetPoint?

Response: Yes.

Question 4: Does your animal services field operation utilize PetPoint for dispatch and logging field activities? If not, what software system is used for field services?

2 | P a g e

Response: No, our Animal Control Officers are dispatched through the Schertz PD CAD system for field calls for services. Animal Control Officers document their case reports in Tyler Technology's Police Department Records Management System.

Question 5: Our firm has over fifteen years of experience doing performance audits at animal services operations ranging in size from small animal services operations to ones that take in over 10,000 animals a year. All of our animal services audits and evaluations have included both operational effectiveness and operational efficiency, however, they have all been performed in only one phase and produced only one report. In addition, our on-site visits have typically also been done at one time, though occasionally, if something major changes or we need to make a presentation, we go back for a second visit. So, we would like to ask:

Question A: Could Phase I and Phase II be combined for efficiency reasons so that we could submit one report covering all of the topics at once?

Response: No

Question B: Could two of our animal services consultants perform one onsite visit lasting 4-5 days each for efficiency reasons instead of the four separate visits per phase as required in the RFP?

Response: Yes, as long as the reports for each phase are produced as required in the scope of work.

Question 6: A comprehensive report for a project as extensive as yours typically takes us a minimum of 6 months until the final report. Would you consider extending your time requirements for the final report and presentation to 6 -8 months?

Response: No

Question 7: Phase 2, Part 4b Risk Management and Liability includes several items that we have never seen in an animal services audit before and that seem like would require an attorney and an insurance expert to answer. Would you expect the respondents to this RFP to have an attorney and insurance expert handle the items in 4b? Would you consider deleting these requirements or making them optional for bidders?

Response: If a respondent needs assistance from a consultant to address portions of the audit, it would be up to them to secure that consultant within the contract terms as proposed to the City. The City will not approve a change order to the contract for outside assistance after the contract has been approved.

Question 8: Page 25 of the RFP, “TAB D”, number 3 states, “The CITY anticipates a fixed not-to-exceed contract amount for all phases of work” and further clarifies in Exhibit B of the City’s Standard Form of Agreement, the Consultant will submit invoices on a payment per phase schedule. Will the City consider accepting invoices for this project at Time and Materials for actual time and expenses incurred during the preceding month instead of tying monthly billings to a specific phase?

Response: Invoices may be submitted for actual time and materials but should still indicate which phase of the project to which time and materials apply.

Question 9: Page 2 of the City’s Standard Form of Agreement states within section 1.02, “…The invoices shall be submitted to the City following the 15th day and the last day of each month…” However, the Standard Form of Agreement also states within Exhibit B, “…The Consultant will submit and City will pay monthly invoices…”. Will the City accept invoices submitted once per month?

Response: Yes, we accept monthly invoices.

Question 10: The RFP requests on page 24, “TAB A,” item 6, that respondents “list the home office address of each proposed team member.” For privacy and security reasons, our firm does not disclose employee’s residential addresses in publicly available proposals. Will the City instead accept the city and state of each proposed team member, and/or the firm’s business address in lieu of a residential street address?

Response: The intent is to indicate the work address of the individuals.

Question 11: The RFP states in Tab A that resumes should be provided in this section. However, the page limit for the section is 5 pages. Consultant resumes with sufficient experience for projects such as this are routinely multiple pages long, and a project team for a project such as this routinely has many members. May resumes be attached as appendices outside the page count?

Response: The limit will remain at 5 pages. Please limit experience and qualifications to the most recent and relevant information. You may supplement on a separate document if you feel that is necessary.

Question 12: Requirements for each Tab A #2, Tab A #5, Tab B #1, Tab B #2 in the City’s RFP all require comparable project experience/references. Is it the City’s intention that this information be duplicated in all these locations despite its page limitations?

Response: The intent is to focus on the firm’s experience in Tab A and the project team’s experience in Tab B. For Tab A#5, please omit “Include resumes for each person to be assigned. Include any professional designations and affiliations, certifications and licenses, etc.”.

Question 13: Requirements for each Tab A #5 and Tab B #3 both include project team resumes. Is it the City’s intention that this information be duplicated in each location? Or can resumes be attached as appendices outside the page count?

Response: Please see response to Question 12.

Question 14: Are the full-page reference forms (Attachment 1) for Tab B counted within the 8-limit for the rest of the section?

Response: No, “Attachment 1” is not counted within the 8-page maximum.

Unless otherwise specified, all requests for clarification or questions regarding a solicitation must be directed to the point of contact listed in the solicitation.

By the signatures affixed below, this addendum is hereby incorporated into and made part of the contract documents.
