About this opportunity

Bulloch County Board of Commissioners in Georgia is soliciting proposals from qualified consultants to develop a Comprehensive Master Plan of Recreation and Parks Services for unincorporated Bulloch County, with questions due October 30, 2026 at 11:00 A.M. and proposals due November 19, 2026 at 3:00 P.M. No set-aside or preference applies. No DBE or WBE goals are established, though firms are encouraged to use DBE firms when applicable.

The scope includes a comprehensive inventory and condition assessment of existing parks and facilities; analysis of current and projected recreational needs based on demographic trends; community engagement through surveys, public meetings, and stakeholder input; evaluation of programs, staffing, and operational practices; identification of service gaps and expansion opportunities; capital improvement and maintenance recommendations; a prioritized implementation plan with short-, mid-, and long-term goals; and a five-year work program. The consultant must complete all deliverables within ten months of notice to proceed. Required insurance includes statutorily required workers' compensation, commercial general liability of $1,000,000 per occurrence and $1,000,000 aggregate, motor vehicle liability of $1,000,000 per person and $2,000,000 per accident, and professional malpractice of $1,000,000 per occurrence.

The county funded 100% of project costs from its annual budget, with no state or federal funds. Price proposals must be submitted separately in a sealed envelope, with a fee schedule broken down by task and hourly rates for all project personnel, inclusive of printing, copying, postage, travel, and other expenses. The technical proposal is limited to fifteen pages, excluding covers, tabs, and mandatory forms, and must address qualifications, project understanding, community engagement strategies, approach, key personnel, quality control, schedule (Gantt or PERT chart preferred), and client references.

Evaluation totals 100 points: Capability and Qualifications (35), Comprehensive Community Engagement Expertise (20), Understanding and Approach of the Project (25), and Schedule (20), plus an oral presentation bonus of up to 15 additional points. Selection is projected for December 15, 2026. The county will negotiate fees and scope with the highest-ranked firm and proceed to the second-highest ranked firm if negotiations fail.

Electronic submissions, faxes, and emails are not accepted; proposals go to 115 North Main Street, Statesboro, Georgia 30458. Questions must be emailed to the Bulloch County Procurement Director at pfuller@bullochcounty.net with project identifier FY27-RMP-27REC01 in the subject line. Responses will be posted by 5:00 P.M. on November 3, 2026. Submissions omitting signed copies of issued addenda will not be considered.
