About this opportunity
The Illinois Department of Transportation is requesting proposals for compliance and auditing services to support the Bureau of Investigations and Compliance in conducting up to 25 audits annually through a work order process, with proposals due October 7, 2026. A 5% Business Enterprise Program (BEP) participation goal applies; all proposed personnel must hold a degree in an accounting-related field with a minimum of 27 semester hours in accounting coursework, verified through transcripts or active CPA/CIA licenses. The Commitment to Diversity (C2D) evaluation factor comprises 20 percent of the technical score.
Services include performing audits in compliance with applicable federal and state auditing standards, assisting with external audit responses, approximately 400 indirect cost rate reviews annually, approximately 20 desk reviews annually, and supporting compliance with the Grant Accountability and Transparency Act. The vendor will not issue final audit reports; IDOT retains that responsibility. Work may be performed in a hybrid arrangement with approval, though IDOT reserves the right to require on-site work at auditee offices or IDOT facilities. All services shall be performed in the United States unless otherwise disclosed.
Pricing must be provided for two labor categories—Lead Auditor and Staff Auditor—as all-inclusive rates for each contract year; no additional labor categories are permitted. Travel expenses must be incorporated into fully-burdened hourly rates. Estimated annual utilization is approximately 14,000 hours for Staff Auditors and 3,000 hours for Lead Auditors for evaluation purposes only; actual hours will vary based on individual work order assignments. The vendor may respond to work orders within one week and typically manage one to three concurrent work orders simultaneously.
IDOT intends to award a single contract. The contract was previously held under a two-year initial term with two additional two-year renewal options. Vendors must submit a Commitment to Diversity Answer Form, an Active Registered Vendor Disclosure (or Vendor Disclosure form if not IPG-registered), and a BEP Utilization Plan with their proposals. Subcontractors valued at $100,000 or more must be BEP-certified and complete standard Illinois Certifications and disclosure forms.
